【摘要】：隨著改革開放的不斷深化,中國社會發(fā)生了前所未有的變化。從社會角度看,改革開放以來這段時期是中國社會的轉(zhuǎn)型期階段,國家的經(jīng)濟、政治、文化等各個方面都發(fā)生了質(zhì)的飛躍,中國的發(fā)展對世界各國的影響也越來越大。隨著我國市場經(jīng)濟體系的建立和完善,人口流動這一現(xiàn)象因各地區(qū)不同的環(huán)境,以伴生現(xiàn)象將會長期存在于經(jīng)濟社會發(fā)展之中�？v觀中國東北地區(qū)人口變化情況,可以看出與中國其他大多數(shù)地區(qū)不同。東北地區(qū)的人口變化在數(shù)量方面從新中國成立后的高速增長到計劃生育制度實施后的低增長,人口年齡方面從新中國成立后的成長型到現(xiàn)今的衰老型,綜合這些人口情況以及當(dāng)前東北地區(qū)的人口外流現(xiàn)象,人口凈流出成了東北地區(qū)人口問題的代表詞。鑒于此,本研究以黑龍江省尚志市人口凈流出為研究主題,從尚志市人口凈流出現(xiàn)狀,原因及對策幾個方面進行研究。第一部分是緒論,主要介紹為什么要選擇研究人口凈流出問題,以及有關(guān)人口流出相關(guān)的理論背景,闡明人口凈流出的研究意義。第二部分是尚志市人口狀況,通過對尚志市的地理區(qū)位,環(huán)境,人口規(guī)模等信息的實地調(diào)研,得出尚志市人口確實處于凈流出的狀態(tài)。第三部分為人口凈流出的現(xiàn)狀分析,通過問卷調(diào)查和個案訪談,分析人口凈流出對尚志市的直接影響和間接影響。第四部分為尚志市人口凈流出的原因分析,結(jié)合人口凈流出的數(shù)據(jù)、問卷調(diào)查及個案訪談,論述尚志市人口凈流出的主要原因,從凈流出主體的外部因素和內(nèi)部因素兩個方面進行分析。第五部分是結(jié)論與建議,包括筆者在研究中得到的一些結(jié)論,以及在人口凈流出的環(huán)境下尚志市未來發(fā)展的預(yù)想和應(yīng)對舉措。第六部分為結(jié)語,對尚志人口凈流出原因,影響和應(yīng)對舉措進行總結(jié)性評述,提出本文結(jié)論性觀點。通過對尚志市人口數(shù)據(jù)的整理分析,可以發(fā)現(xiàn),尚志市人口的凈流出的根源在于國家政策、地區(qū)經(jīng)濟發(fā)展與尚志市民各方面因素共同作用的結(jié)果,同時尚志市的人口變遷對于當(dāng)?shù)丶笆忻竦姆醋饔?又影響著當(dāng)?shù)亟?jīng)濟的發(fā)展和人口的持續(xù)流出。在這樣的環(huán)境下,不僅需要政府在宏觀方面和政策方面加以引導(dǎo),改善地區(qū)發(fā)展環(huán)境穩(wěn)定經(jīng)濟,同時,尚志市應(yīng)將人口凈流出所帶來的人口減少轉(zhuǎn)化為優(yōu)勢,發(fā)揮當(dāng)?shù)氐膮^(qū)位優(yōu)勢和資源優(yōu)勢,轉(zhuǎn)型發(fā)展作進一步的規(guī)劃調(diào)整。
[Abstract]:With the deepening of reform and opening up, Chinese society has undergone unprecedented changes.From the social point of view, the period since the reform and opening up is the transitional period of Chinese society, the country's economy, politics, culture and other aspects have undergone a qualitative leap, and China's development has more and more great influence on the countries of the world.With the establishment and perfection of the market economy system in China, the phenomenon of population mobility will exist in the economic and social development for a long time because of the different environment in different regions.Looking at the population change in Northeast China, we can see that it is different from most other regions of China.In terms of population changes in Northeast China, from the rapid growth after the founding of New China to the low growth after the implementation of the family planning system, the population age has changed from the growth pattern after the founding of New China to the aging type now.Combined with these population situations and the current phenomenon of population outflow in Northeast China, the net outflow of population becomes the representative word of population problem in Northeast China.In view of this, this research takes the population outflow of Shangzhi City of Heilongjiang Province as the research topic, from the current situation of population outflow of Shangzhi City, reasons and countermeasures.The first part is the introduction, which mainly introduces why we should choose to study the net outflow of population, and the theoretical background about the outflow of population, so as to clarify the significance of the study of the net outflow of population.The second part is the population situation of Shangzhi City. Through the field investigation of the location, environment and population scale of Shangzhi City, it is concluded that the population of Shangzhi City is really in the state of net outflow.The third part is the analysis of the current situation of the net outflow of population, through questionnaires and case interviews, analyzes the direct and indirect effects of the net outflow of population on Shangzhi City.The fourth part is the analysis of the reasons of the net outflow of population in Shangzhi City, combined with the data of the net outflow of population, the questionnaire survey and the case interview, to discuss the main reasons of the net outflow of population in Shangzhi City.The external and internal factors of net outflow are analyzed.The fifth part is the conclusions and suggestions, including some conclusions obtained by the author in the study, as well as the expectation and countermeasures for the future development of Shangzhi City under the environment of net outflow of population.The sixth part is the conclusion, which summarizes the reasons, effects and countermeasures of the net outflow of Shangzhi population, and puts forward the conclusion of this paper.Through the analysis of the population data of Shangzhi City, we can find that the root of the net outflow of the population of Shangzhi City is the result of national policies, regional economic development and various factors of Shangzhi citizens.At the same time, the population change of Shangzhi City has a negative effect on the local people, and it also affects the development of the local economy and the continuous outflow of the population.In such an environment, not only should the government guide the government in the macro and policy aspects to improve the regional development environment and stabilize the economy, but at the same time, Shangzhi City should turn the population reduction resulting from the net population outflow into an advantage.Give play to the local advantages of location and resources, transformation and development to make further planning adjustments.
