【摘要】：我國實行計劃生育以來,取得了舉世矚目的成績:穩(wěn)定了低生育水平,緩解了人口壓力,促進了社會經(jīng)濟發(fā)展。計劃生育工作在取得輝煌成就的同時也帶來了一些問題,如計劃生育家庭的貧困問題,計劃生育政策與群眾生育意愿的矛盾問題等。計劃生育家庭為了國家的長遠(yuǎn)發(fā)展?fàn)奚瞬糠謧�人利益,國家通過經(jīng)濟補償回報這些計劃生育家庭,對于轉(zhuǎn)變?nèi)藗兊纳^念、引導(dǎo)人們自覺執(zhí)行計劃生育政策具有重要的現(xiàn)實意義。隨著我國由計劃經(jīng)濟向市場經(jīng)濟的轉(zhuǎn)變,行政手段對約束人們生育行為的效力逐漸衰減,利用經(jīng)濟杠桿調(diào)節(jié)人們的生育需求,使計劃生育轉(zhuǎn)變?yōu)榧彝サ囊环N內(nèi)在需求,就顯得非常必要了。 筆者在對我國計劃生育利益導(dǎo)向制度構(gòu)建過程作出系統(tǒng)梳理的基礎(chǔ)上,對利益導(dǎo)向制度的內(nèi)容進行了分類整理,并且通過典型實例,總結(jié)出了我國利益導(dǎo)向制度形式多樣、參差不齊、以滿足群眾需求為基點的特點;重點分析了孩子成本-效用關(guān)系在構(gòu)建利益導(dǎo)向制度中的應(yīng)用;探討了我國利益導(dǎo)向制度現(xiàn)存的主要問題:惠民政策與利益導(dǎo)向制度之間存在沖突、利益導(dǎo)向制度的誘導(dǎo)性不足、利益導(dǎo)向政策法律效力不夠、計劃生育部門與其他部門之間的協(xié)調(diào)不到位、宣傳不到位。針對以上問題,提出并論證了以下對策建議:惠民政策要與利益導(dǎo)向制度相協(xié)調(diào)、加大對計劃生育工作的公共財政投入、合理開展利益導(dǎo)向工作、加大對利益導(dǎo)向制度的宣傳力度。
[Abstract]:Since the implementation of family planning in China, it has made remarkable achievements: it has stabilized the low fertility level, alleviated the population pressure, and promoted social and economic development. While family planning work has made brilliant achievements, it has also brought about some problems. For example, the poverty of family planning families, the contradiction between family planning policies and the people's desire to have children, and so on. Family planning families have sacrificed some of their personal interests for the long-term development of the country. The state returns these family planning families through economic compensation. It is of great practical significance to change people's conception of fertility and guide people to carry out family planning policy consciously. With the transition from planned economy to market economy, the effectiveness of administrative measures to restrain people's fertility behavior has gradually declined. It is very necessary to use economic leverage to regulate people's reproductive needs and to turn family planning into an internal demand of the family. On the basis of systematically combing the process of constructing the interest oriented system of family planning in China, the author classifies the contents of the interest oriented system, and summarizes the various forms of the interest oriented system of our country through typical examples. The paper mainly analyzes the application of children's cost-utility relationship in the construction of benefit-oriented system, which is based on meeting the needs of the masses. This paper probes into the main problems existing in the interest oriented system of our country: the conflict between the benefit policy and the interest oriented system, the insufficient inducement of the interest orientation system, and the insufficient legal effect of the interest oriented policy. The coordination between the family planning department and other departments is not in place and the propaganda is not in place. In view of the above problems, the following countermeasures and suggestions are put forward and demonstrated: the policy of benefiting the people should be coordinated with the benefit oriented system, Increase the public financial investment in family planning work, reasonable development of interest-oriented work, and increase the publicity of interest-oriented system.
