【摘要】：當(dāng)前中國(guó)流動(dòng)人口規(guī)模、流向、結(jié)構(gòu)、流動(dòng)模式和群體利益訴求都在發(fā)生深刻變化,滋生出一系列經(jīng)濟(jì)社會(huì)發(fā)展的重大問(wèn)題,其中社會(huì)融合問(wèn)題受到各界最廣泛關(guān)注。社會(huì)融合問(wèn)題從城市層面看就是"城市包容度"問(wèn)題,該命題新、難度大、范圍廣,國(guó)內(nèi)外研究成果較少。本研究以此為核心,創(chuàng)新性構(gòu)建了以社會(huì)保險(xiǎn)參加情況、勞動(dòng)權(quán)益保障程度、公共服務(wù)享受范圍為主要準(zhǔn)則的城市包容度綜合指標(biāo)體系,運(yùn)用主成分分析法合成"城市包容度綜合指數(shù)",進(jìn)而通過(guò)非線性離散選擇模型探討流動(dòng)人口長(zhǎng)期居住意愿、落戶(hù)難度、就業(yè)穩(wěn)定度與城市包容度指標(biāo)之間的相關(guān)關(guān)系。基于國(guó)家衛(wèi)生計(jì)生委流動(dòng)人口動(dòng)態(tài)監(jiān)測(cè)數(shù)據(jù)(2013—2014年)開(kāi)展研究,主要結(jié)論為:中國(guó)城市包容度水平越高的城市,流動(dòng)人口長(zhǎng)期居住意愿越強(qiáng)、落戶(hù)越容易、就業(yè)越穩(wěn)定。進(jìn)而提出政策建議:建立完善的城市流動(dòng)人口服務(wù)和安置政策體系,直接和間接促進(jìn)流動(dòng)人口社會(huì)融合;形成有效融合機(jī)制,實(shí)現(xiàn)居民福利最大化及城市協(xié)同發(fā)展;制定科學(xué)的產(chǎn)業(yè)政策和戶(hù)籍制度,引導(dǎo)匹配城市產(chǎn)業(yè)結(jié)構(gòu)的人口流入,實(shí)現(xiàn)合理布局;結(jié)合頂層設(shè)計(jì)與基層探索,實(shí)現(xiàn)城市包容性增長(zhǎng)與制度改進(jìn)。本文歸納總結(jié)出"兩個(gè)新體系":建立了城市包容度綜合指數(shù)測(cè)算體系,及應(yīng)用城市包容度指數(shù)定量研究的范式體系。
[Abstract]:At present, profound changes have taken place in the scale, flow direction, structure, flow pattern and group interest demands of China's floating population, which has created a series of major problems of economic and social development. The problem of social integration is the most widely concerned from all walks of life. From the city level, the problem of social integration is the issue of "urban inclusion", which is a new, difficult, wide range of research results at home and abroad. Innovative construction of the social insurance participation, labor rights and interests protection degree, the scope of public service enjoyment of the main criteria of urban inclusion comprehensive index system, The principal component analysis method is used to synthesize the "comprehensive index of urban tolerance", and then, through the nonlinear discrete selection model, the long-term living desire of floating population is discussed, and it is difficult to settle down. The correlation between employment stability and urban inclusion indicators. Based on the data from the National Health and Family Planning Commission on the dynamic monitoring of the floating population in 2013-2014, the main conclusions of the study are as follows: the higher the level of urban inclusion in China, the more inclusive cities in China. The stronger the long-term living intention of the floating population, the easier it is to settle down, and the more stable the employment is. Further, the policy suggestions are put forward: establishing a perfect policy system of urban floating population service and resettlement, directly and indirectly promoting the social integration of the floating population; Form an effective integration mechanism to maximize the welfare of the residents and achieve coordinated development of the city; formulate scientific industrial policies and household registration systems to guide the population inflow matching the urban industrial structure to achieve a reasonable layout; combine top-level design with grass-roots exploration, This paper summarizes two new systems: the establishment of a comprehensive index system of urban inclusion, and the application of a paradigm system for quantitative research of urban inclusion index.
