【摘要】：人口老齡化已成為國內外共同關注的人口課題,2000年我國開始進入人口老齡化社會,其程度在不斷加深,截止2015年65歲及以上人口占總人口的比重已達到10.5%,因此相應的研究也在持續(xù)進行,大部分學者認為人口老齡化對于經濟發(fā)展的影響是不利的,而本文認為,人口老齡化具有多重性,有消極影響的同時也存在積極的方面。在人口老齡化初期,勞動人口數(shù)量會持續(xù)增加,人均消費也會不斷增長,老齡產業(yè)的發(fā)展利于產業(yè)結構調整,這些都會使人口老齡化在動態(tài)變化過程中為經濟發(fā)展帶來新的機遇。目前而言,就人口老齡化對經濟影響的研究以某一國家或發(fā)達地區(qū)居多,而對少數(shù)民族較落后地區(qū)的研究較少。因此,本文將以寧夏為例,探析寧夏人口老齡化對經濟發(fā)展產生的影響,以及寧夏應當如何應對人口老齡化帶來的機遇和挑戰(zhàn)。本文通過探析寧夏人口老齡化的相關數(shù)據(jù),分析寧夏人口老齡化的進程、特點以及成因,初步總結寧夏人口老齡化的現(xiàn)狀。同時,通過采用回歸分析法、格蘭杰檢驗等方法,分析寧夏人口老齡化對GDP、儲蓄、消費、勞動力供給以及產業(yè)結構等方面產生的影響程度,并得出具有可操作性的對策建議,分別是關注人口老齡化影響,注重相關立法與研究;加速推進全面二孩政策,有力開發(fā)老年人力資源;著力優(yōu)化產業(yè)結構,努力提高產業(yè)競爭力;宏觀引導消費結構,大力發(fā)展老齡產業(yè);創(chuàng)新城鄉(xiāng)養(yǎng)老體系,推動“時間銀行”模式。
[Abstract]:Population aging has become the common concern of the population at home and abroad. In 2000, China began to enter the aging population society, its degree is deepening. As of 2015, the proportion of population aged 65 and above in the total population has reached 10.50.Therefore, the corresponding research is also continuing. Most scholars think that the impact of population aging on economic development is unfavorable. The aging of the population has many negative effects and also has positive aspects. In the early stage of population aging, the number of the working population will continue to increase, and the per capita consumption will continue to increase, and the development of the aging industry will be conducive to the adjustment of the industrial structure. These will bring new opportunities for economic development in the dynamic process of population ageing. For the time being, the study of the economic impact of population ageing is mostly in a certain country or developed region. Therefore, this paper will take Ningxia as an example to explore the impact of population aging on economic development in Ningxia. And how to deal with the opportunities and challenges brought about by population aging in Ningxia. This paper analyzes the process, characteristics and causes of population aging in Ningxia by analyzing the relevant data of population aging in Ningxia. At the same time, by means of regression analysis and Granger test, this paper analyzes the influence of population aging on GDP, savings, consumption, labor supply and industrial structure in Ningxia. And draw operable countermeasures and suggestions, respectively, are to pay attention to the impact of population aging, pay attention to relevant legislation and research; accelerate the promotion of comprehensive two-child policy, have the power to develop human resources for the elderly; focus on optimizing the industrial structure, To improve the competitiveness of industry; to guide the consumption structure and vigorously develop the aging industry; to innovate the urban and rural old-age care system; to promote the "time bank" model.
