【摘要】：我國流動人口的總體形勢是:流動人口規(guī)模仍將持續(xù)增長;東南沿海仍是跨省流動的主要目的地;人口回流和城-城流動的增長將帶動人口流動空間模式的多元化和城市規(guī)模體系的重構(gòu);人口流動整體趨于穩(wěn)定化、家庭化;定居意愿普遍增強;新生代和老年期流動人口占比持續(xù)提高;少數(shù)民族人口流動進程滯后于全國的狀況開始改變;大規(guī)模國際移民時代可能到來。人口流動面臨的挑戰(zhàn)是:勞動力供求關(guān)系的規(guī)模和結(jié)構(gòu)性矛盾將長期并存;流動兒童與留守兒童面臨教育和親情的雙重缺失;流動人口的公共衛(wèi)生服務(wù)的壓力持續(xù)增加;流動人口面臨永久定居決策的深層次結(jié)構(gòu)性矛盾。應(yīng)對政策是:充分認識人口流動的新趨勢和規(guī)律性;深化戶籍制度改革;構(gòu)建面向家庭的流動人口公共服務(wù)體系;關(guān)注流動人口新群體,提升服務(wù)管理供給能力;加強民族人口流出-流入地管理。
[Abstract]:The general situation of the floating population in China is as follows: the scale of the floating population will continue to increase, the southeast coast will still be the main destination for the inter-provincial mobility; The growth of population return and urban-city mobility will lead to the diversification of population mobility spatial model and the reconstruction of urban scale system; The proportion of floating population in the Cenozoic and the aged has been increasing continuously, the process of migration of ethnic minorities is lagging behind the situation of the whole country and the situation is beginning to change. The era of large-scale international migration is likely to come. The challenges of population mobility are: the scale and structural contradiction of labor supply and demand will coexist for a long time, the migrant children and left-behind children will face the double lack of education and family affection; The pressure of the public health service of the floating population is increasing continuously, the floating population is facing the deep structural contradiction of the permanent settlement decision. The policy should be: fully understand the new trend and regularity of the population mobility, deepen the reform of the household registration system; Construct the public service system of floating population oriented to the family; pay attention to the new group of floating population, enhance the ability of service management and supply; strengthen the management of the outflow of ethnic population.
