【摘要】：公共產品配置對人口遷移的作用是關系民生與區(qū)域經(jīng)濟的重要問題。一方面選擇不同的遷移地點對人們的收入和生活，乃至子女的未來都有著重要的影響，另一方面人口的集聚尤其是創(chuàng)新人才的集聚也有利于區(qū)域的發(fā)展。所以從政府合理配置公共資源角度研究人口遷移問題，不但有利于合理導向人口的流動，使其成為促進區(qū)域經(jīng)濟協(xié)調發(fā)展的重要因素，同時也體現(xiàn)了公共服務型政府以民生為本的管理思想。目前，我國較大的區(qū)域差距既表現(xiàn)在宏觀的經(jīng)濟增長指標上，也表現(xiàn)在居民收入、就業(yè)機會、基礎服務、開放度等方面。在不同的時期，這些因素對人口遷移的影響也在不斷變化，以往的研究更多考量的是區(qū)域之間的經(jīng)濟發(fā)展水平、工資收入和就業(yè)機會對人口遷移的影響，而隨著經(jīng)濟與社會的發(fā)展，區(qū)域在基礎服務、開放度等方面對人的吸引也在逐漸增強。 所以本文的研究目的有二：一是探索公共產品、人口遷移與區(qū)域經(jīng)濟協(xié)調發(fā)展的作用機制，為合理配置公共產品提供理論依據(jù)；二是構建公共產品配置對人口遷移作用的理論模型并加以驗證，考察公共產品配置對人口遷移的作用程度及方式。基于以上目的，，本文采用理論分析與定性分析相結合，統(tǒng)計性描述、定量分析與微觀調查相結合，規(guī)范分析與政策分析相結合的方式，系統(tǒng)分析我國公共產品配置對人口遷移的作用，其主要研究內容如下： 一是公共產品配置對人口遷移作用的理論闡釋，該內容主要是對國內外人口遷移、公共產品的理論和文獻研究進行梳理，并對本研究涉及的人口遷移和公共產品的概念與內涵進行科學界定，為整篇論文奠定理論基礎和研究范式。 二是公共產品、人口遷移與區(qū)域經(jīng)濟協(xié)調發(fā)展關系的理論構建。通過理論研究綜述，分析公共產品配置、人口遷移對區(qū)域經(jīng)濟協(xié)調發(fā)展積極作用，提出通過優(yōu)化配置公共產品引導人口合理遷移促進區(qū)域協(xié)調發(fā)展的理論模型，進一步明確本研究的理論與現(xiàn)實意義。 三是研究我國人口遷移與公共產品配置在省際尺度上的特征與耦合關系，針對我國人口遷移與公共產品配置的演變過程進行統(tǒng)計性描述，并在此基礎上對各省進行聚類比較，分析人口遷移與公共產品配置的時空耦合程度，突出公共產品配置對人口遷移的作用。 四是區(qū)域公共產品配置對人口遷移作用的實證研究與機理分析，該內容在分析影響人口遷移各因素的基礎上，確定人口遷移的影響因子，并借鑒引力模型，建立回歸方程。并以我國省際人口遷移數(shù)據(jù)及各省公共支出數(shù)據(jù)為依托，運用固定效應模型對回歸方程進行驗證分析，闡釋在人口遷移的諸多影響因素中，區(qū)域公共產品配置狀況的作用程度。此外，本論文還采用了微觀調查的方式對制度型公共產品進行考察，其結果可在一定程度上佐證制度型公共產品對人口遷移的作用。最后，根據(jù)理論分析與定量分析的結果，本文做出了我國目前公共產品對人口遷移影響程度判斷，并預測其未來的作用趨勢，為政府制定相關的政策提供參考和建議。
[Abstract]:The role of public product configuration on population migration is an important problem of the relationship between people ' s livelihood and regional economy . On the one hand , it is important to choose different migration places to influence people ' s income and life , and even the future of children . The purpose of this paper is to explore the role of public goods , population migration and regional economic co - ordination development , to provide theoretical basis for rational allocation of public goods , and to prove the extent and means of public product configuration to population migration . Based on the above objects , this paper uses the combination of theoretical analysis and qualitative analysis , combines the statistical description , quantitative analysis and microscopic investigation , and systematically analyzes the effect of public product configuration on population migration . The main research contents are as follows : One is the theoretical explanation of the role of public product configuration on population migration , which is mainly to comb the theory and literature of population migration and public goods at home and abroad , and scientifically define the concept and connotation of population migration and public goods involved in this study , and lay a theoretical foundation and research paradigm for the whole thesis . The second is the theory construction of the relationship between public goods , population migration and regional economic coordinated development . Through theoretical research , the author analyzes the positive effects of public product configuration and population migration on regional economic coordinated development , and puts forward the theoretical model of promoting rational migration of population to promote regional coordinated development by optimizing the allocation of public goods , and further clarifies the theory and practical significance of this study . The third is to study the characteristics and coupling relationship between population migration and public product configuration on the provincial scale , to describe the evolution process of population migration and public product configuration in China , and to analyze the spatial - temporal coupling degree of population migration and public product configuration , and to highlight the role of public product configuration on population migration . Based on the analysis of population migration data and public expenditure data , this paper uses fixed - effect model to analyze the regression equation . Finally , according to the theoretical analysis and quantitative analysis results , this paper makes a decision on the impact degree of public goods on population migration and predicts its future role trend , and provides reference and advice for the government to formulate relevant policies .
