【摘要】：基層決策民主化是有效聯(lián)結(jié)黨和政府提出的"提高國家治理體系和治理能力現(xiàn)代化"的有效結(jié)合點(diǎn)、落腳點(diǎn)。民主是一種國家體制,從國家政權(quán)到基層組織的一切公共領(lǐng)域都要體現(xiàn)人民當(dāng)家作主。民主的實(shí)現(xiàn)程度不僅要體現(xiàn)在國家的政治生活中,而且也要實(shí)實(shí)在在地體現(xiàn)在最基層的公共生活中,甚至基層的一切公共領(lǐng)域的決策權(quán)只有全面地真實(shí)地執(zhí)掌在普通基層群眾的手中,才能極大地推動(dòng)整個(gè)國家政治文明的發(fā)展,才能極大地推進(jìn)中國特色社會(huì)主義民主政治的發(fā)展,并以其鮮明的特色及實(shí)踐說服力推動(dòng)人類政治文明的多樣性發(fā)展做出中國的貢獻(xiàn)。
[Abstract]:The democratization of decision-making at the grass-roots level is an effective combination of the Party and the government to "improve the national governance system and the modernization of governance capabilities". Democracy is a state system, from state power to grass-roots organizations in all public spheres should reflect the people as masters. The degree to which democracy is realized should be reflected not only in the political life of the country, but also in the public life at the lowest level. Even the decision-making power in all public spheres at the grass-roots level can greatly promote the development of the political civilization of the whole country only if it is fully and truly held in the hands of the ordinary grassroots masses. Only then can we greatly promote the development of socialist democratic politics with Chinese characteristics, and make China's contribution to promoting the diversity of human political civilization with its distinctive characteristics and practical persuasion.
