【摘要】：農(nóng)村基層民主建設(shè)是中國特色社會(huì)主義民主政治建設(shè)的重要內(nèi)容。新中國成立以來,特別是黨的十一屆三中全會(huì)以來,黨一直重視基層民主政治建設(shè),一直將發(fā)展基層民主,保障人民群眾享有更廣泛的民主權(quán)利作為擴(kuò)大社會(huì)主義民主的有機(jī)組成部分。30年的改革開放實(shí)踐證明沒有農(nóng)村基層民主政治建設(shè)的推進(jìn),就沒有整個(gè)國家民主政治建設(shè)的發(fā)展。因此,農(nóng)村基層民主政治建設(shè)在國家民主政治建設(shè)中占有十分重要的地位,推進(jìn)農(nóng)村基層民主政治建設(shè),既是關(guān)系我國農(nóng)村改革和發(fā)展的重大現(xiàn)實(shí)問題,也是建設(shè)中國特色社會(huì)主義民主的關(guān)鍵所在。 農(nóng)村基層民主建設(shè)是一個(gè)不斷推進(jìn)的過程,也是一個(gè)逐步確立社會(huì)主義民主政治的過程。在新形勢(shì)下,如何建設(shè)農(nóng)村基層民主,達(dá)到農(nóng)村政治體制改革的目的,為農(nóng)村基層民主的建設(shè)和發(fā)展創(chuàng)造一個(gè)和諧、文明、協(xié)調(diào)的環(huán)境,是擺在我們面前的一個(gè)重要課題。 本課題以黨的十七大精神為指針,以科學(xué)發(fā)展觀為指導(dǎo),以農(nóng)村基層民主政治建設(shè)為研究對(duì)象,主要從以下幾個(gè)方面進(jìn)行了系統(tǒng)的研究:首先介紹了本文的研究背景、研究目的和意義,國內(nèi)外研究的文獻(xiàn)綜述,研究方法和研究框架,本文的可能的創(chuàng)新點(diǎn)和不足。其次介紹了我國農(nóng)村基層民主政治建設(shè)的概況,包括基本含義的解釋,發(fā)展動(dòng)力機(jī)制研究以及必要性分析。再次從理論角度闡述了農(nóng)村基層民主政治建設(shè)的發(fā)展歷程、所取得的成績(jī)及存在的問題。最后針對(duì)我國在農(nóng)村基層民主政治建設(shè)中存在的問題,提出了加強(qiáng)農(nóng)村基層民主政治建設(shè)的對(duì)策。我國農(nóng)村的基層民主主要包括村級(jí)民主和鄉(xiāng)鎮(zhèn)一級(jí)的民主,本文重點(diǎn)探討了作為農(nóng)村基層最直接的民主即村級(jí)民主。
[Abstract]:Rural grassroots democracy construction is an important content of socialist democratic politics construction with Chinese characteristics. Since the founding of the people's Republic of China, especially since the third Plenary session of the 11th CPC Central Committee, the Party has always attached importance to the construction of grass-roots democratic politics and has been developing grass-roots democracy. Ensuring the masses enjoy broader democratic rights as an integral part of the expansion of socialist democracy. 30 years of reform and opening up have proved that there is no promotion of democratic political construction at the grass-roots level in rural areas. There will be no development of democratic political construction in the whole country. Therefore, the rural grass-roots democratic political construction occupies a very important position in the national democratic political construction. To promote the rural grass-roots democratic political construction is not only a major practical issue related to the rural reform and development of our country. It is also the key to building socialist democracy with Chinese characteristics. The rural grassroots democracy construction is a continuous process, is also a step-by-step establishment of socialist democratic politics process. Under the new situation, how to build rural grass-roots democracy, achieve the purpose of rural political system reform, and create a harmonious, civilized and harmonious environment for the construction and development of rural grass-roots democracy is an important subject before us. This subject takes the spirit of the 17th National Congress of the Party as the guide, the scientific development view as the guide, and the rural grass-roots democratic politics construction as the research object, mainly carries on the systematic research from the following several aspects: first, introduces the research background of this paper. The purpose and significance of the research, the literature review of domestic and foreign research, the research methods and research framework, the possible innovations and shortcomings of this paper. Secondly, it introduces the general situation of the rural grass-roots democracy construction in China, including the explanation of the basic meaning, the research of the development motive mechanism and the necessity analysis. Thirdly, the paper expounds the development course, achievements and problems of the rural grass-roots democratic politics construction from the theoretical point of view. Finally, in view of the problems existing in the construction of rural grass-roots democracy, the paper puts forward some countermeasures to strengthen the rural grass-roots democratic political construction. The basic democracy in rural areas in our country mainly includes the democracy at the village level and the democracy at the township level. This paper mainly discusses the democracy at the village level which is the most direct democracy at the rural grass-roots level.
