【摘要】：村民理事會(huì)是近年來(lái)鄉(xiāng)村出現(xiàn)的一個(gè)新型農(nóng)民組織。其產(chǎn)生是在后農(nóng)業(yè)稅時(shí)代資源下鄉(xiāng)過(guò)程中,對(duì)鄉(xiāng)村行政化治理的一種糾正。與城市基層社會(huì)基本是一個(gè)陌生人社會(huì)不同,村莊還是一個(gè)半熟人社會(huì)。這就決定了作為基層協(xié)商重要形式,村民理事會(huì)內(nèi)在的運(yùn)行機(jī)理主要依靠其成員的面子以及與村民的人情關(guān)系。現(xiàn)在村級(jí)協(xié)商民主還處于起步階段,因此要使村民理事會(huì)在農(nóng)村治理中持續(xù)發(fā)揮重要作用,推進(jìn)村級(jí)協(xié)商民主建設(shè),必須要以村民理事會(huì)為依托,健全村級(jí)協(xié)商體系,推動(dòng)行政化治理與協(xié)商治理有機(jī)結(jié)合。
[Abstract]:The villagers' council is a new type of peasant organization which appears in the village in recent years. It is a kind of correction to the rural administration in the process of resource going to the countryside in the post-agricultural tax era. The village is still a semi-acquaintance society, which is different from that of a stranger. Therefore, as an important form of grass-roots consultation, the inherent operating mechanism of the villagers' council mainly depends on the face of its members and the relationship between the villagers and the villagers. At present, village consultative democracy is still in its infancy. Therefore, in order for villagers' councils to continue to play an important role in rural governance and to promote the construction of village consultative democracy, it is necessary to improve the village consultation system on the basis of villagers' councils. To promote the administrative governance and consultation management organic integration.
