全面推進(jìn)依法治國背景下大學(xué)生法治意識(shí)提升研究

【摘要】：黨的十八屆四中全會(huì)明確提出全面推進(jìn)依法治國,這對(duì)大學(xué)生法治教育提出了更高的要求,因此,通過文獻(xiàn)研究法和問卷調(diào)查法,梳理當(dāng)前大學(xué)生法治意識(shí)存在的問題,并結(jié)合全面推進(jìn)依法治國的宏觀環(huán)境研究如何提升大學(xué)生法治意識(shí),具有顯著的理論價(jià)值和現(xiàn)實(shí)意義。本文的主要內(nèi)容以及觀點(diǎn):首先,法治意識(shí)包括崇高意識(shí)、平等意識(shí)、權(quán)利義務(wù)意識(shí)、民主意識(shí)等等。法治意識(shí)是一個(gè)關(guān)于法律和法治現(xiàn)象的意識(shí)形態(tài)系統(tǒng),是個(gè)體和群體關(guān)于法律和法治現(xiàn)象特別是對(duì)現(xiàn)行法律制度的觀點(diǎn)、知識(shí)、心理和思想的總稱。全面推進(jìn)依法治國背景下進(jìn)一步提升大學(xué)生法治意識(shí),是全面提高大學(xué)生素質(zhì)的需要,也是提高全社會(huì)法治意識(shí)的需要,是保證國家和諧穩(wěn)定的需要。其次,調(diào)研數(shù)據(jù)顯示,目前大學(xué)生法治意識(shí)存在法律素養(yǎng)整體不理想、法律權(quán)威意識(shí)淡薄、權(quán)利義務(wù)意識(shí)需要提高、平等意識(shí)有待加強(qiáng)、權(quán)利制約意識(shí)急需提升、自覺投身法治建設(shè)的意識(shí)差等問題。究其原因,主要有高校的法治意識(shí)培育工作不到位、大學(xué)生自身不重視提高法治認(rèn)知水平、法治環(huán)境有待改善、家庭教育對(duì)大學(xué)生法治意識(shí)養(yǎng)成的缺位等方面。最后,在全面推進(jìn)依法治國背景下提升大學(xué)生法治意識(shí),高校要加強(qiáng)大學(xué)生法治意識(shí)培育,要在堅(jiān)決執(zhí)行十八屆四中全會(huì)的政策方針,堅(jiān)持四個(gè)原則即教育與自我教育相結(jié)合、堅(jiān)持以學(xué)生為本、服務(wù)學(xué)生為育人中心、堅(jiān)持兩個(gè)結(jié)合以及全方位滲透的原則的前提下,完善其內(nèi)部管理制度、督促教師和輔導(dǎo)員充分了解教學(xué)內(nèi)容、不斷改革教學(xué)內(nèi)容、利用“第二課堂”、加強(qiáng)師資力量,以有效的推進(jìn)大學(xué)生法治意識(shí)的培育。同時(shí),還要進(jìn)一步增強(qiáng)大學(xué)生法治意識(shí)的自覺性和主觀能動(dòng)性。另外,各級(jí)政府和高校要營造良好的政策環(huán)境、努力培育社會(huì)主義法治文化環(huán)境。最后,還要充分發(fā)揮家庭教育對(duì)大學(xué)生法治意識(shí)提升的作用。如此,以高校為教育提升主體,以大學(xué)生、社會(huì)、家庭為配合,形成合力,才能進(jìn)一步提升大學(xué)生法治意識(shí),進(jìn)而達(dá)到全面推進(jìn)依法治國的要求。
[Abstract]:The fourth Plenary session of the 18th CPC Central Committee explicitly proposed to advance the rule of law in an all-round way, which puts forward higher requirements for college students' rule of law education. Therefore, through literature research and questionnaire survey, this paper combs the problems existing in college students' awareness of the rule of law. It is of great theoretical value and practical significance to study how to promote college students' consciousness of ruling by law in combination with the macro environment of promoting the rule of law in an all-round way. The main contents and viewpoints of this paper are as follows: firstly, the consciousness of rule of law includes sublime consciousness, equality consciousness, right and obligation consciousness, democratic consciousness and so on. The consciousness of rule of law is an ideological system about law and the phenomenon of rule of law. It is the general term of individual and group on the phenomenon of law and rule of law, especially on the view, knowledge, psychology and thought of the current legal system. Under the background of ruling the country according to law, it is necessary to improve the quality of college students, to improve the consciousness of rule of law in the whole society, and to ensure the harmony and stability of the country. Secondly, the investigation data show that the legal literacy of college students is not ideal, the consciousness of legal authority is weak, the consciousness of rights and obligations needs to be improved, the consciousness of equality needs to be strengthened, and the consciousness of right restriction needs to be improved urgently. Conscious participation in the construction of the rule of law awareness is poor, and so on. The main reasons are that the cultivation of the awareness of the rule of law in colleges and universities is not in place, the college students themselves do not attach importance to improving the level of understanding of the rule of law, the environment of the rule of law needs to be improved, and the absence of family education in the cultivation of awareness of the rule of law. Finally, in the context of comprehensively promoting the rule of law, colleges and universities should strengthen the cultivation of students' awareness of the rule of law, resolutely implement the policy guidelines of the fourth Plenary session of the 18th CPC Central Committee, and adhere to the four principles, that is, the combination of education and self-education. Adhere to the premise of taking students as the basis, serving the students as the center of education, adhering to the principles of two combinations and all-round infiltration, perfecting its internal management system, urging teachers and counselors to fully understand the teaching contents, and constantly reforming the teaching contents, In order to promote the cultivation of college students' consciousness of rule of law, the second classroom should be used to strengthen teachers' strength. At the same time, we should further enhance the consciousness and subjective initiative of college students'consciousness of rule of law. In addition, governments and universities at all levels should create a good policy environment and strive to foster a socialist cultural environment for the rule of law. Finally, we should give full play to the role of family education on the promotion of college students' awareness of the rule of law. In this way, taking colleges and universities as the main body of education and college students, society and family as cooperation, forming a joint force, can further enhance the awareness of the rule of law of college students, and then achieve the requirements of comprehensively promoting the rule of law.
