【摘要】：我國目前正值全面建設(shè)社會主義新農(nóng)村、建設(shè)小康社會和社會主義和諧社會的關(guān)鍵時期,加強農(nóng)村基層組織的廉政建設(shè)就成為了國家反腐倡廉建設(shè)中的一個重要組成部分。本文以增城市農(nóng)村基層組織為例,首先,筆者對于增城市農(nóng)村基層組織廉政管理建設(shè)現(xiàn)狀進行了研究,認為農(nóng)村基層組織廉政管理建設(shè)受重視程度愈來愈高和農(nóng)村基層組織廉政管理建設(shè)體制逐步得到完善,完善具體表現(xiàn)在建立農(nóng)村風險防范制度和建立信息收集快速反應(yīng)機制。同時農(nóng)村基層組織廉政管理建設(shè)創(chuàng)新力度越來越大,主要表現(xiàn)在實施了五個一的試點管理和加強了鎮(zhèn)街紀檢監(jiān)察審計組織建設(shè)。其次,對增城市農(nóng)村基層組織廉政管理建設(shè)存在的主要問題進行了分析,認為主要存在有農(nóng)村基層組織干部隊伍建設(shè)基礎(chǔ)薄弱、農(nóng)村基層組織干部違紀違法案件易發(fā)多發(fā)、農(nóng)村基層組織干部處事不公、基層黨務(wù)、村務(wù)、財務(wù)不公開、農(nóng)村基層民主監(jiān)督乏力等方面的問題。其三,對增城市農(nóng)村基層組織廉政管理建設(shè)存在問題的原因分析,認為主要因農(nóng)村基層組織領(lǐng)導班子的能力不夠強、農(nóng)村基層組織干部管理制度執(zhí)行不嚴格、農(nóng)村集體“三資”管理不到位、農(nóng)村基層組織“三公開”不規(guī)范和基層紀檢監(jiān)察組織建設(shè)不健全。其四,對加強農(nóng)村基層組織廉政建設(shè)的對策建議,主要是強化村干部隊伍的自身建設(shè),應(yīng)該從結(jié)合農(nóng)村特點,因地制宜強化建設(shè)、分級進行教育,因人進行施教、以教倡廉從而來營造廉政文化的氛圍和強化新任村官廉政教育；建立健全農(nóng)村民主制度的管理體系,應(yīng)該從建立起來符合于村民自治要求的村級組織決策機制、實行分權(quán)制衡管理、建立聯(lián)席會議制度、建立健全群眾監(jiān)督機制著手；加強村集體“三資”監(jiān)管,應(yīng)該從民主理財制度的完善、建立三資有效監(jiān)管體系、扎實做好清產(chǎn)核資工作、建立“三資”管理制度著手；強化農(nóng)村“三公開”工作,應(yīng)該從深化民主的宣傳和教育、強化村務(wù)公開方面法制體系、強化村務(wù)公開監(jiān)督,并完善監(jiān)督體系和強化考核和加大村務(wù)公開資金投入力度著手；加強鎮(zhèn)街紀檢監(jiān)察審計組織建設(shè),主要應(yīng)該從農(nóng)村基層組織鎮(zhèn)街紀檢監(jiān)察審計組織領(lǐng)導體制和工作機制創(chuàng)新、建立專兼相結(jié)合的鎮(zhèn)街紀檢監(jiān)察審計干部隊伍、提高鎮(zhèn)街紀檢監(jiān)察審計干部的素質(zhì)、強化審計監(jiān)督力度和加大在查處力度著手。
[Abstract]:At present, our country is building a new socialist countryside in an all-round way, building a well-off society and a harmonious socialist society. Strengthening the construction of a clean and clean government in rural grassroots organizations has become an important part of the construction of national anti-corruption. This paper takes Zengcheng rural grass-roots organizations as an example. Firstly, the author studies the current situation of the construction of honest administration of rural grass-roots organizations in Zengcheng city. It is believed that the construction of rural grassroots organizations' clean government management is being paid more and more attention to and the system of rural grass-roots organizations' clean government management construction has been gradually improved, which is manifested in the establishment of the rural risk prevention system and the establishment of a quick response mechanism for information collection. At the same time, the innovation of the rural grassroots organizations' clean government management is more and more strong, which is mainly reflected in the implementation of the pilot management of five ones and the strengthening of the construction of the supervision and audit organization of the discipline inspection in the town streets. Secondly, this paper analyzes the main problems in the construction of honest and honest administration of rural grassroots organizations in Zengcheng city, and points out that there are some main problems in the construction of rural grassroots organization cadres, such as the weak foundation of building rural grassroots organization cadres, and the frequent occurrence of cases of violation of discipline and law by rural grassroots organization cadres. The problems of rural grassroots organization cadres are unfair, grass-roots party affairs, village affairs, financial affairs are not open, rural grassroots democratic supervision is weak and so on. Thirdly, the reasons for the problems in the construction of honest administration of rural grassroots organizations in Zengcheng City are analyzed. It is believed that the main reasons are that the ability of the leading bodies of rural grass-roots organizations is not strong enough, and the management system of rural grass-roots organization cadres is not strictly implemented. Rural collective "three capital" management is not in place, rural grass-roots organization "three open" is not standardized and the construction of grass-roots discipline inspection and supervision organization is not perfect. Fourthly, the countermeasures and suggestions for strengthening the construction of a clean and honest government in rural grass-roots organizations are mainly to strengthen the self-construction of the contingent of village cadres. We should combine the characteristics of the rural areas, strengthen the construction according to local conditions, carry out education at different levels, and teach people. In order to create an atmosphere of clean government culture and strengthen the clean government education of new village officials, to establish and perfect the management system of rural democracy system, we should establish the decision-making mechanism of village level organization that accords with the requirement of villagers' autonomy, so as to build up the atmosphere of clean government culture and strengthen the clean government education of new village officials. Carrying out the management of separation of powers and checks and balances, establishing the system of joint meeting, establishing and perfecting the supervision mechanism of the masses, strengthening the supervision of the village collective "three capital", we should establish the effective supervision system of the three capital from the consummation of the democratic financial management system, In order to do a good job in clearing production and auditing capital, to establish a "three capital" management system, and to strengthen the work of "three openness" in rural areas, we should deepen democratic propaganda and education, strengthen the legal system for the openness of village affairs, and strengthen the open supervision of village affairs. We should improve the supervision system, strengthen the examination and increase the capital input of the village affairs, strengthen the construction of the supervision and audit organization of the town street discipline inspection, we should mainly innovate the leading system and working mechanism of the township discipline inspection and audit organization from the rural grass-roots organization. It is necessary to set up a contingent of audit cadres of town street discipline inspection and supervision, improve the quality of town street discipline inspection and audit cadres, strengthen audit supervision and intensify the investigation and punishment.
