【摘要】：網(wǎng)絡(luò)問(wèn)政,近年來(lái)成為中央政府和地方政府的執(zhí)政新風(fēng),也成為重要的民意表達(dá)渠道和社會(huì)公共空間,以漸進(jìn)而隱微的方式影響和塑造著人們的公共意識(shí)和政治生態(tài)。本文以“網(wǎng)絡(luò)問(wèn)政”作為研究對(duì)象,在反思網(wǎng)絡(luò)問(wèn)政和西方網(wǎng)絡(luò)民主研究的基礎(chǔ)上,結(jié)合政治學(xué)理論、社會(huì)學(xué)理論、傳播學(xué)理論,如協(xié)商民主理論、哈貝馬斯交往行為理論、語(yǔ)用學(xué)理論、公共領(lǐng)域理論等來(lái)綜合審視“網(wǎng)絡(luò)問(wèn)政”現(xiàn)象,以期獲得具有創(chuàng)新性的研究。首先,論文第一次嚴(yán)格界定了網(wǎng)絡(luò)問(wèn)政的內(nèi)涵與外延,嚴(yán)格區(qū)分網(wǎng)絡(luò)問(wèn)政與網(wǎng)絡(luò)輿論監(jiān)督的異同,為網(wǎng)絡(luò)問(wèn)政模式、網(wǎng)絡(luò)問(wèn)政運(yùn)行機(jī)制等后續(xù)研究的科學(xué)性、準(zhǔn)確性提供了重要前提,并梳理了網(wǎng)絡(luò)問(wèn)政的發(fā)展歷程。其次,論文對(duì)全國(guó)各地的網(wǎng)絡(luò)問(wèn)政個(gè)案進(jìn)行分析歸納,第一次提出現(xiàn)階段三種網(wǎng)絡(luò)問(wèn)政主要模式：動(dòng)員組織型的網(wǎng)絡(luò)問(wèn)政模式、自由對(duì)話型的網(wǎng)絡(luò)問(wèn)政模式、被動(dòng)引爆型的網(wǎng)絡(luò)問(wèn)政模式。選擇“嶺南十拍”與“番禺垃圾廠的垃圾問(wèn)計(jì)”為個(gè)案,第一次對(duì)網(wǎng)絡(luò)問(wèn)政的運(yùn)行機(jī)制和本質(zhì)進(jìn)行深層次的學(xué)理思考。再次,在中國(guó)政治體制改革進(jìn)程中去界定這種特殊的政治景象,認(rèn)為網(wǎng)絡(luò)問(wèn)政是在內(nèi)部動(dòng)力、外部力量、技術(shù)條件下產(chǎn)生的體制外的臨時(shí)性過(guò)渡機(jī)制。最后,對(duì)網(wǎng)絡(luò)問(wèn)政這一新現(xiàn)象進(jìn)行價(jià)值總結(jié),考慮到網(wǎng)絡(luò)問(wèn)政沒(méi)有制度化,討論了網(wǎng)絡(luò)問(wèn)政施行過(guò)程中的體制、觀念等方面的局限,提出建議,使之朝著社會(huì)期待的制度化模式發(fā)展。
[Abstract]:In recent years, network politics has become the new trend of the central government and local government, as well as an important channel of public opinion expression and social public space, which influences and shapes people's public consciousness and political ecology in a gradual and subtle way. On the basis of introspecting the research of network politics and western network democracy, this paper takes "network asking politics" as the research object, combines the theory of political science, sociology theory, communication theory, such as the theory of deliberative democracy, Habermas' theory of communicative behavior. Pragmatics theory, public domain theory, etc. Firstly, for the first time, the paper strictly defines the connotation and extension of network politics, and strictly distinguishes the similarities and differences between network politics and network supervision of public opinion. Accuracy provides an important premise and combs the development of network governance. Secondly, the paper analyzes and sums up the cases of network politics in various parts of the country, and for the first time puts forward three main modes of network governance: mobilizing the network political model of organization type, and the free network political mode of the type of "free to speak". Passive detonation of network governance model. In this paper, the author chooses Lingnan Shipai and Panyu garbage Plant as the case studies, and for the first time makes a deep theoretical thinking on the operation mechanism and essence of network politics. Thirdly, this special political scene is defined in the process of China's political system reform, and it is considered that network governance is a temporary transitional mechanism outside the system produced by internal power, external force and technology. Finally, this paper summarizes the value of the new phenomenon of network governance, considering that the network governance is not institutionalized, discusses the limitations of the system, concept and other aspects in the implementation of network governance, and puts forward some suggestions. To make it towards the social expectations of the institutional model of development.
