【摘要】：現(xiàn)有文獻(xiàn)的分析表明,黨政干部的協(xié)商民主認(rèn)知對于協(xié)商民主制度建設(shè)與實(shí)踐有重要作用,但并未系統(tǒng)經(jīng)驗(yàn)地考察黨政干部的協(xié)商民主認(rèn)知與實(shí)踐。本研究通過對全國12省2223位黨政干部調(diào)查數(shù)據(jù)的交互分類分析和回歸分析,結(jié)果表明,總體而言,當(dāng)前黨政干部對協(xié)商民主的熟悉程度較低;認(rèn)為協(xié)商民主的作用集中體現(xiàn)在促進(jìn)科學(xué)決策、公眾參與和利益表達(dá);協(xié)商民主和選舉民主同等重要;協(xié)商民主主要適用于決策、管理環(huán)節(jié)和村(居)、街道(鄉(xiāng)鎮(zhèn))、縣層次;黨群協(xié)商優(yōu)先于黨際協(xié)商,比較贊成積極協(xié)商途徑。但日常實(shí)踐中真誠互動、平等對話、結(jié)果接受意識不強(qiáng);更多采取被動協(xié)商,導(dǎo)致協(xié)商民主實(shí)踐滿意度不高。不同系統(tǒng)黨政干部的協(xié)商民主認(rèn)知和實(shí)踐存在顯著差異,應(yīng)根據(jù)部門實(shí)際情況因地制宜開展協(xié)商民主制度建設(shè)。
[Abstract]:The analysis of the existing literature shows that the party and government cadres' cognition of consultation democracy plays an important role in the construction and practice of the consultative democracy system, but it does not systematically examine the party and government cadres' cognition and practice of the consultation democracy. Through the interactive classification and regression analysis of the survey data of 2223 party and government cadres in 12 provinces of China, the results show that, in general, the current party and government cadres are less familiar with consultative democracy; It is believed that the role of consultative democracy is mainly embodied in promoting scientific decision-making, public participation and expression of interests; deliberative democracy and electoral democracy are equally important; consultative democracy is mainly applied to decision-making, management links and villages (villages and towns, county levels); Party-masses consultation takes precedence over inter-party consultation, and is more in favor of positive negotiation approach. However, in daily practice, sincere interaction and equal dialogue result in low acceptance consciousness, and more passive negotiation, which leads to low satisfaction with the practice of consultation democracy. There are significant differences in the cognition and practice of the consultation democracy among the cadres of the Party and government in different systems, and the construction of the consultative democracy system should be carried out according to the actual conditions of the departments.
