【摘要】：長久以來在人們的觀念中,互聯(lián)網(wǎng)技術(shù)的發(fā)展即互聯(lián)網(wǎng)的發(fā)展,然而,如今深入人們生活各個方面的網(wǎng)絡(luò)早已經(jīng)超越了技術(shù)的層面。網(wǎng)絡(luò)社會的形成,使其不僅是現(xiàn)實(shí)社會的延伸,也具有自身的一套運(yùn)作體系。在此環(huán)境中,網(wǎng)絡(luò)用戶即網(wǎng)民的種種意識和行為——尤其是公民意識和行為,促成了一種新民主形式——網(wǎng)絡(luò)民主的興起,它不僅對互聯(lián)網(wǎng)有著巨大的影響,同時也形成力量影響著現(xiàn)實(shí)的社會。由此而來,對人的關(guān)注,回歸人本精神,才能實(shí)現(xiàn)網(wǎng)絡(luò)民主可持續(xù)的發(fā)展。 交往活動與身份認(rèn)同促成了網(wǎng)民的結(jié)構(gòu)組合,由于這種組合,網(wǎng)民會結(jié)成各種群體。一個或多個群體形成一定的規(guī)模,通過信息形成力量,從而形成一定的意見氣候(輿論),配合意見領(lǐng)袖的引導(dǎo)和催化,形成意識促成行動最終作用于網(wǎng)絡(luò)民主和現(xiàn)實(shí)社會。層出不窮的新媒體事件,是這一力量的有力佐證,同時在現(xiàn)實(shí)社會中也取得了一定得成效,如《城市流浪人員乞討收容遣送辦法》的廢除,新《城市房屋拆遷管理?xiàng)l例》的出臺等等。這是一個由信息、意識、行為三者相互影響并升華的過程,也是網(wǎng)民逐漸成熟的過程。 由于網(wǎng)絡(luò)本身虛擬性等特點(diǎn),也凸顯出了一些問題,比如各種惡性網(wǎng)絡(luò)群體事件,網(wǎng)絡(luò)中的隱形權(quán)力,各種虛假信息和網(wǎng)民言論的非理性張揚(yáng)等,為網(wǎng)絡(luò)民主的進(jìn)程添加了雜音,影響了網(wǎng)絡(luò)民主正常的發(fā)育過程。簡單地把網(wǎng)絡(luò)看成是社會民主的解決之道,就網(wǎng)絡(luò)的現(xiàn)狀來說還過于樂觀。對網(wǎng)民結(jié)構(gòu)合理化的探討以及完善網(wǎng)絡(luò)民主制度是有效改善民主局限、有助社會整合的策略之一。而通過將提升素養(yǎng),尤其是媒介素養(yǎng)來促進(jìn)人的民主化,是結(jié)構(gòu)優(yōu)化的基礎(chǔ)和治本的解決辦法。因此,有了成熟的用戶才有可能有成熟的互聯(lián)網(wǎng),才能從質(zhì)提升民主,這也符合以人為本的發(fā)展觀念。
[Abstract]:For a long time, the development of Internet technology is the development of Internet. However, nowadays, the network which goes deep into all aspects of people's life has already gone beyond the level of technology. The formation of network society makes it not only an extension of real society, but also has its own set of operation system. In this environment, all kinds of consciousness and behavior of Internet users, especially citizens' awareness and behavior, have contributed to the rise of a new form of democracy, network democracy, which not only has a huge impact on the Internet. At the same time, the formation of power to affect the reality of society. Therefore, only by paying attention to people and returning to the spirit of humanism can the sustainable development of network democracy be realized. Social activities and identity contribute to the structure of the Internet users, because of this combination, netizens will form a variety of groups. One or more groups form a certain scale, form a force through information, and form a certain climate of opinion (public opinion, with the guidance and catalysis of opinion leaders, forming consciousness to promote action in the final role of network democracy and real society. The endless emergence of new media incidents is a strong proof of this strength, and at the same time has achieved certain results in real society, such as the abolition of the "methods of begging for shelter and removal of urban vagrants". The introduction of the new Urban Housing demolition regulations and so on. This is a process of interaction and sublimation of information, consciousness and behavior. Because of the virtual nature of the network itself, it also highlights some problems, such as various malignant network group events, hidden power in the network, various kinds of false information and irrational publicity of Internet users' remarks, etc. The noise is added to the process of network democracy, which affects the normal development process of network democracy. Simply looking at the Internet as a solution to social democracy is too optimistic about the status quo. The discussion of the rationalization of Internet users' structure and the improvement of the network democratic system are one of the strategies to effectively improve the limitation of democracy and help social integration. It is the foundation of structural optimization and the solution to cure the root of the problem to promote the democratization of human beings through the promotion of literacy, especially the media literacy. Therefore, it is possible for mature users to have mature Internet, to promote democracy from quality, which is in line with the people-oriented concept of development.
