【摘要】：我國(guó)協(xié)商民主從理論到實(shí)踐,從政治到價(jià)值,從機(jī)制到形式,學(xué)界內(nèi)是仁者見(jiàn)仁、智者見(jiàn)智,有待于從中觀決策的角度去審視協(xié)商民主在決策價(jià)值與運(yùn)行機(jī)制改進(jìn)等相關(guān)研究,目的在于解決協(xié)商民主中存在的制度缺損、執(zhí)行走樣、決策不協(xié)調(diào)等諸多困境,改進(jìn)、完善協(xié)商民主機(jī)構(gòu)與機(jī)制,引導(dǎo)民眾廣泛、自由參與協(xié)商活動(dòng),規(guī)范中觀協(xié)商行為,解決宏觀與中觀協(xié)商民主協(xié)調(diào)發(fā)展問(wèn)題,為推進(jìn)協(xié)商民主研究與實(shí)踐探索達(dá)成更多共識(shí)。
[Abstract]:From the theory to the practice, from the politics to the value, from the mechanism to the form, and from the mechanism to the form, the consultative democracy in our country is different from the views of the people and the wise. It is necessary to examine the relevant research on the value of decision-making and the improvement of the operational mechanism from the perspective of the middle view decision. The purpose is to solve the defects of the system in the negotiation democracy, to carry out the aliasing and to make a disagreement with the decision. There are many difficulties, improvements, improvement, improvement of consultative democratic institutions and mechanisms, a wide range of people, free participation in consultative activities, the standardization of meso consultative behavior, and the solution of the democratic and coordinated development of macro and meso consultations, so as to reach more consensus on promoting consultative democratic research and Practice.
