【摘要】：弱勢群體掌握著較少的社會資源,他們的話語權(quán)常常處于缺失狀態(tài),沒有得到平等有效的保障。協(xié)商民主理論主張協(xié)商參與者擁有平等的發(fā)言權(quán)和影響他人的機(jī)會,雖然資源、經(jīng)濟(jì)、能力等的不平等會對弱勢群體參與協(xié)商產(chǎn)生一定的影響,但通過機(jī)制建設(shè)能夠有效保障弱勢群體參與公共協(xié)商。因此,在協(xié)商民主理論的指導(dǎo)下,我國應(yīng)該開展政府協(xié)商、基層民主協(xié)商來保障弱勢群體的話語權(quán),維護(hù)和實(shí)現(xiàn)他們的合法權(quán)益,同時,還要完善各項(xiàng)機(jī)制和制度來保障弱勢群體參與平等協(xié)商,實(shí)現(xiàn)話語權(quán)。
[Abstract]:The disadvantaged groups have less social resources, their discourse rights are often in the absence of an equal and effective guarantee. Consultative democratic theory advocates the equal voice of the participants and the opportunity to influence others, although the inequality of resources, economy and ability will produce a certain shadow on the participation of the disadvantaged groups. Sound, but through the mechanism construction can effectively protect the vulnerable groups to participate in public consultation. Therefore, under the guidance of the democratic theory of consultation, our country should carry out government consultation, grass-roots democratic consultation to safeguard the disadvantaged groups' right to speak, maintain and realize their legitimate rights and interests, and at the same time, we should perfect various mechanisms and systems to guarantee the disadvantaged group. Negotiate with equality to achieve the right to speak.
