【摘要】：正通遼市人大及其常委會緊緊圍繞全面深化民主法制領(lǐng)域改革任務,認真履行憲法和法律賦予的職責,通過構(gòu)建系統(tǒng)完備、科學規(guī)范、運行有效的工作制度體系,進一步推動和促進了地方人大工作的創(chuàng)新發(fā)展。有序推進地方立法黨的十八屆四中全會提出要依法賦予設區(qū)的市地方立法權(quán)后,市人大常委會就開始積極謀劃、主動作為,認真開展了立法準備調(diào)研,積極向市委請示匯報,設立了專門的立法機構(gòu),配備了專門的立法工作人員,完成了立法項目的儲備。為了把創(chuàng)建全國文明城市和衛(wèi)生城市作為通遼市推進新一輪改革開放突破口,市人大常委
