【摘要】：十八大后,隨著改革開放的深入和政治體制改革的深化,地方人大代表如何對(duì)地方工作開展調(diào)查研究,為地方政府的決策提供依據(jù),成為地方人大代表的重要職責(zé)之一。該項(xiàng)工作是地方人大代表的基礎(chǔ)性工作,它是人大代表履行其職責(zé)的基本前提,也是增強(qiáng)其工作實(shí)效性的重要保證。隨著民主法治建設(shè)的加強(qiáng)以及經(jīng)濟(jì)建設(shè)取得的巨大成就,五年一屆任期的地方人大代表如何發(fā)揮其職能日益得到地方政府和廣大人民群眾的重視,其基礎(chǔ)性工作調(diào)研工作也取得一定成效,但地方人大代表的調(diào)研工作也存在著諸多問題,本文在這一背景下,選擇以廣東陽西縣為例,對(duì)地方人大代表的調(diào)研工作中的相關(guān)問題進(jìn)行了深入的分析。本文的研究目的就是通過廣東陽西縣的地方人大代表的調(diào)研工作相關(guān)問題的研究,發(fā)現(xiàn)調(diào)研工作的存在的真實(shí)問題,并分析存在問題的原因所在,最終給出相應(yīng)的解決對(duì)策,給地方人大代表調(diào)研工作提供一定的理論支持,為陽西縣調(diào)研工作提供一定指導(dǎo)建議。本文本次研究主要使用文獻(xiàn)研究法、實(shí)證調(diào)研法、訪談法等三種方法進(jìn)行研究。以廣東陽西縣為例研究地方人大代表的調(diào)查研究工作,本文從發(fā)現(xiàn)廣東陽西縣地方人大代表調(diào)查研究工作中所存在的問題和不足入手,分析這些問題和不足產(chǎn)生的原因,并針對(duì)這些問題產(chǎn)生的原因提出相應(yīng)的對(duì)策。陽西縣作為廣東省經(jīng)濟(jì)欠發(fā)達(dá)縣區(qū),近幾年經(jīng)濟(jì)發(fā)展和人民群眾的生活得到進(jìn)一步提高,縣區(qū)的發(fā)展項(xiàng)目都需要通過人大代表的調(diào)研進(jìn)而形成報(bào)告提交縣委縣政府,因此通過本文的研究,對(duì)廣東陽西縣人大代表調(diào)研工作提出了一些建議:強(qiáng)化理論指導(dǎo)、提高調(diào)研工作水平、創(chuàng)新調(diào)研方法、力求調(diào)研工作科學(xué)化、強(qiáng)化調(diào)研成果的轉(zhuǎn)化,希望能夠?yàn)殛栁骺h人大代表調(diào)研工作起到參考的作用和對(duì)其他欠發(fā)達(dá)地區(qū)的人大代表調(diào)研工作有借鑒作用。
[Abstract]:After the 18th National Congress, with the deepening of reform and opening up and the deepening of political system reform, how the deputies to the local people's Congress investigate and study the local work, provide the basis for the local government decision-making, and become one of the important duties of the local people's Congress deputies. This work is the basic work of the deputies to the local people's Congress, it is the basic premise for the deputies to carry out their duties, and it is also an important guarantee to enhance the effectiveness of their work. With the strengthening of the construction of democracy and the rule of law and the great achievements made in the economic construction, how the local people's Congress deputies to the five-year term of office give full play to their functions has been paid more and more attention by the local government and the broad masses of the people. Some achievements have been made in the research work of the basic work, but there are also many problems in the research work of the local people's Congress deputies. Under this background, this paper chooses Yangxi County in Guangdong Province as an example. This paper makes an in-depth analysis of the relevant problems in the research work of the local people's Congress deputies. The purpose of this paper is to find out the real problems in the investigation work of the deputies to the local people's Congress in Yangxi County, Guangdong Province, and to analyze the causes of the problems, and finally to put forward the corresponding countermeasures. It provides some theoretical support for the research work of the local people's Congress deputies and some guidance and suggestions for the research work of Yangxi County. This study mainly uses three methods: literature research, empirical research and interview. Taking Yangxi County of Guangdong Province as an example to study the investigation and research work of the deputies to the local people's Congress, this paper analyzes the causes of the problems and deficiencies in the investigation and research work of the local people's Congress deputies in Yangxi County, Guangdong Province. The corresponding countermeasures are put forward in view of the causes of these problems. Yangxi County, as an economically underdeveloped county in Guangdong Province, has further improved its economic development and the people's livelihood in recent years. The county and district development projects need to be submitted to the county party committee and county government through investigation and investigation by the deputies to the people's Congress. Therefore, through the research of this paper, some suggestions are put forward to the research work of the deputies to the people's Congress of Yangxi County, Guangdong Province: strengthening the theoretical guidance, improving the level of the investigation work, innovating the research methods, striving to make the investigation work scientific and strengthening the transformation of the investigation results. It is hoped that it can serve as a reference for the research work of the deputies to the people's Congress in Yangxi County and other less developed areas.
