【摘要】：協(xié)商與民主之間的張力是協(xié)商民主理論面臨的發(fā)展困境,即民主所蘊(yùn)含的大眾參與和協(xié)商所要求的小眾對(duì)話如何統(tǒng)一起來。以往的協(xié)商民主理論一般采用代表制對(duì)其進(jìn)行調(diào)和,代表制的確通過縮小人數(shù)規(guī)模而更有助于協(xié)商,但其民主性高度依賴于代表對(duì)選民的回應(yīng)性。協(xié)商民主的系統(tǒng)轉(zhuǎn)向正是由這種張力所激發(fā)的,它關(guān)注制度或不同機(jī)構(gòu)之間的依賴與分工,呈現(xiàn)出多元性與分散性的特征。協(xié)商系統(tǒng)理論一方面通過包容來詮釋民主的內(nèi)涵,不但包容了多元的協(xié)商場(chǎng)域和協(xié)商方法,也包容了非協(xié)商的機(jī)制與因素;另一方面通過關(guān)注公眾意見向政治代表協(xié)商的輸入、關(guān)注多元的政治代表模式的制度創(chuàng)新來更好地詮釋政治代表的回應(yīng)性。通過這兩方面的論證,協(xié)商系統(tǒng)理論更好地調(diào)和了協(xié)商與民主的張力。
[Abstract]:The tension between consultation and democracy is the dilemma that the theory of deliberative democracy faces, that is, how to unify the popular participation and the minority dialogue required by negotiation. The former theory of deliberative democracy generally uses representative system to reconcile it. It is true that representative system is more helpful to negotiation by reducing the number of people, but its democracy is highly dependent on the responsiveness of the representative to the voters. The system turn of deliberative democracy is inspired by this kind of tension. It pays close attention to the dependence and division of labor between institutions or different institutions, showing the characteristics of pluralism and dispersion. On the one hand, the theory of consultation system interprets the connotation of democracy through inclusion, which not only includes the pluralistic consultation field and consultation methods, but also includes the non-consultative mechanism and factors; on the other hand, the theory concerns the input of public opinion to the political representatives' consultation. Pay attention to the system innovation of pluralistic political representation model to better explain the responsiveness of political representatives. Through these two aspects of argumentation, the theory of negotiation system can better reconcile the tension between negotiation and democracy.
