【摘要】：黨內(nèi)民主與人民民主的關(guān)系是中國共產(chǎn)黨自建立以來就非常重視的問題。新時(shí)期,為夯實(shí)黨在農(nóng)村的執(zhí)政基礎(chǔ)、推進(jìn)和完善村民自治、建設(shè)社會(huì)主義新農(nóng)村以及構(gòu)建社會(huì)主義和諧社會(huì)等,農(nóng)村基層黨內(nèi)民主應(yīng)當(dāng)與村民自治進(jìn)行互動(dòng)。因?yàn)榛?dòng)有它的必要性和重要性。然而,現(xiàn)實(shí)中仍有一些妨礙互動(dòng)的環(huán)境、因素存在。為順應(yīng)時(shí)代和廣大人民群眾民主政治上的要求,有關(guān)各方需要正確認(rèn)識(shí)互動(dòng)的前提,解放思想,轉(zhuǎn)變觀念,加強(qiáng)制度建設(shè),使黨組織的各項(xiàng)制度和村民自治的各項(xiàng)規(guī)定得以落實(shí),各相關(guān)“政治人”要在法治的前提下運(yùn)行。要扎實(shí)打牢有效互動(dòng)的根基。通過民主鍛煉,逐漸使民主政治的有關(guān)規(guī)定付諸實(shí)施,人民群眾的民主觀念得以提高,切實(shí)權(quán)益得以保護(hù)。要切實(shí)搞好有效互動(dòng)的途徑。在互動(dòng)的平臺(tái)、方式、機(jī)構(gòu)和渠道上不斷加以豐富。要努力構(gòu)建有效互動(dòng)的機(jī)制,激發(fā)全體人民發(fā)展中國特色社會(huì)主義民主政治。
[Abstract]:The relationship between inner-party democracy and people's democracy has been an issue that the Communist Party of China has attached great importance to since its establishment. In the new period, in order to consolidate the ruling foundation of the Party in rural areas, to promote and perfect villagers' autonomy, To build a new socialist countryside and to build a harmonious socialist society, the rural grassroots party democracy should interact with villagers' autonomy, because interaction has its necessity and importance. However, in reality, there are still some environments that hinder interaction. Factors exist. In order to comply with the requirements of the times and the democratic politics of the broad masses of the people, all parties concerned need to correctly understand the premise of interaction, emancipate the mind, change ideas, and strengthen the construction of the system. So that the various systems of party organizations and the provisions of villagers' autonomy can be implemented, all relevant "political people" should operate under the premise of the rule of law, and firmly lay a solid foundation for effective interaction, and exercise through democracy. Gradually put the relevant provisions of democratic politics into practice, the people's democratic concept can be improved, and their real rights and interests protected. It is necessary to conscientiously do a good job in the way of effective interaction, and in the platform and mode of interaction, We must strive to build an effective interactive mechanism to stimulate the entire people to develop socialist democratic politics with Chinese characteristics.
