【摘要】：法治應(yīng)是在國(guó)家推進(jìn)與民間呼應(yīng)的雙向互動(dòng)格局下展開的,而民眾話語權(quán)的實(shí)現(xiàn)無疑是一個(gè)重要命題。法治維度下的民眾話語權(quán)呈現(xiàn)著權(quán)利性支撐與權(quán)力化拓延的二維屬性。其與法治存在著依托和相隨的邏輯關(guān)聯(lián)。當(dāng)前,法治中國(guó)進(jìn)程的不斷推進(jìn)使得普通民眾的話語權(quán)獲得空前的突破,但因話語表達(dá)能力及內(nèi)源性動(dòng)力不足導(dǎo)致的民眾話語失聲及民眾話語表達(dá)秩序的紛亂亦應(yīng)引起關(guān)注并做出必要的回應(yīng)。要建構(gòu)順應(yīng)法治中國(guó)化進(jìn)程的民眾話語秩序,應(yīng)以夯實(shí)主流話語的主導(dǎo)性地位、完善官民之間話語溝通機(jī)制、消解話語權(quán)力的不均衡性為突破,注重社會(huì)中層組織的培育,發(fā)揮其對(duì)零散民眾話語表達(dá)及訴求的集合與導(dǎo)向作用。此外,提升民眾話語表達(dá)素養(yǎng)水平理應(yīng)也在考量之中,以在民眾話語權(quán)的圓整性實(shí)現(xiàn)與法治中國(guó)的順暢推進(jìn)之間尋求最大的契合。
[Abstract]:The rule of law should be carried out under the two-way interaction pattern of national promotion and folk echo. The realization of the right to speak is undoubtedly an important proposition. In the dimension of the rule of law, the right of public discourse presents the two-dimensional attributes of the right support and the extension of the power, which has a logical relationship with the rule of law. At present, there is a logical relationship between it and the rule of law. With the continuous advancement of the process of rule of law in China, the ordinary people's right to speak has made an unprecedented breakthrough. However, the voiceless public discourse and the disorder of the order of public discourse expression caused by the lack of internal motivation and ability of discourse expression should be paid attention to and necessary responses should be made, so as to construct the public discourse order which conforms to the process of rule of law in China. We should strengthen the dominant position of the mainstream discourse, perfect the communication mechanism between the officials and the people, eliminate the imbalance of the discourse power as a breakthrough, and pay attention to the cultivation of the middle-level organizations in the society. Play its role of gathering and guiding the expression and demand of scattered public discourse. In addition, it should also be under consideration to improve the level of public discourse expression literacy. In order to seek the greatest agreement between the realization of the people's right of speech and the smooth advancement of China's rule of law.
