【摘要】：中國共產(chǎn)黨在歷史的選擇中成功的實現(xiàn)了由革命黨向執(zhí)政黨角色的轉變。九十年革命和建設的實踐表明,中國共產(chǎn)黨立黨、建黨、興黨的偉業(yè)都是通過不斷地開展黨內民主建設,發(fā)揚黨內民主精神,落實黨內民主制度,促進黨的自身建設而實現(xiàn)的。作為全面推進中國特色社會主義現(xiàn)代化建設偉大事業(yè)的核心領導力量——中國共產(chǎn)黨如何把握時代脈搏,準確判斷時代特征,突破發(fā)展黨內民主,消除各種障礙性因素,不僅是我們繼續(xù)制定黨內民主發(fā)展戰(zhàn)略的基礎和前提,也是凸顯社會主義本質,推動社會主義民主政治發(fā)展,最終實現(xiàn)小康社會的根本和關鍵所在。 黨內民主建設的理論研究關系著黨的整個事業(yè)發(fā)展的全局,具有重要的戰(zhàn)略意義,越是在黨發(fā)展建設的關鍵時期,黨內民主理論研究的價值和現(xiàn)實意義越是顯得重要。本文以馬克思、恩格斯和列寧的黨內民主思想產(chǎn)生、形成為前奏,高度評價了馬克思主義黨內民主思想的重要歷史價值和對無產(chǎn)階級政黨自身發(fā)展的積極指導意義。做為工人階級政黨究竟該如何正確運用馬克思主義黨內民主理論,蘇共垮臺和蘇東劇變的深刻教訓使我們明白,黨內民主發(fā)展的好不好將直接關系到黨執(zhí)政的成敗和國家的興衰,在此經(jīng)驗之上,文章闡述了中國共產(chǎn)黨四屆中央領導集體對馬克思主義黨內民主思想的堅持和創(chuàng)新,并在探索中逐漸形成了一套具有中國特色的黨內民主理論體系。成就固然值得欣喜,但黨內民主建設的道路依然任重道遠,文章緊扣馬克思主義黨內民主思想主線和我黨發(fā)展實際,重點從黨內黨外兩個層面入手,通過改革和完善等措施消除影響黨內民主建設的思想性、理論性、制度性和體制性等一系列阻礙因素,旨在通過發(fā)揚黨內民主而能更有力的保證新時期黨的建設的偉大事業(yè)順利成功。
[Abstract]:The Communist Party of China has successfully transformed its role from the revolutionary party to the ruling party in its historical choice. The practice of revolution and construction in 1990 shows that the Communist Party of China founded and founded the party. The great cause of rejuvenating the Party is to carry forward the spirit of inner-party democracy and to implement the inner-party democratic system through the continuous development of inner-party democratic construction. The CPC, as the core leading force in comprehensively promoting the great cause of socialist modernization with Chinese characteristics, how to grasp the pulse of the times, accurately judge the characteristics of the times, and break through the development of inner-party democracy, Removing all kinds of obstacles is not only the basis and premise for us to continue to formulate the strategy of inner-party democratic development, but also the fundamental and key point to highlight the essence of socialism, to promote the development of socialist democratic politics, and finally to realize a well-off society. The theoretical research on the construction of democracy within the Party is related to the overall situation of the development of the whole cause of the Party, and has important strategic significance. The value and practical significance of the theoretical study of inner-party democracy are more important. This paper prefaced the formation of Marx, Engels and Lenin's ideas of inner-party democracy. This paper highly appraised the important historical value of the Marxist inner-party democratic thought and its positive guiding significance to the development of the proletarian party itself. The profound lessons of the collapse of the Communist Party of the Soviet Union and the drastic changes in the Soviet Union and East Europe have made us understand that the success or failure of the Party's ruling power and the rise and fall of the country will be directly related to the development of democracy within the Party. Based on this experience, This paper expounds the adherence and innovation of the fourth Central leadership of the Communist Party of China to the Marxist inner-party democratic thought, and gradually forms a set of inner-party democratic theoretical system with Chinese characteristics in the course of exploration. However, there is still a long way to go in the construction of inner-party democracy. The article closely follows the main line of Marxist inner-party democratic thought and the reality of our party's development, focusing on the two levels of inner-party and non-Party. The ideological, theoretical, institutional and institutional obstacles affecting the democratic construction within the Party will be eliminated through measures such as reform and improvement. The purpose is to guarantee the success of the great cause of the Party building in the new period by carrying forward the democracy within the Party.
