【摘要】：民主是人們從古至今一直追求的價(jià)值目標(biāo),在不同的時(shí)代產(chǎn)生了不同的民主形式,這些民主形式又不同程度地促進(jìn)了民主的發(fā)展。歷史的車輪前進(jìn)到了信息化時(shí)代,產(chǎn)生了一種新的民主形式,即網(wǎng)絡(luò)民主。網(wǎng)絡(luò)民主由馬克·斯勞卡在1995年首次提出,他認(rèn)為“網(wǎng)絡(luò)民主”可以理解為以網(wǎng)絡(luò)為媒介的民主或者是在民主中滲入網(wǎng)絡(luò)的成分。隨著互聯(lián)網(wǎng)的發(fā)展,網(wǎng)絡(luò)民主也成為各國重要的民主形式之一。 在十七大報(bào)告中胡錦濤總書記強(qiáng)調(diào),“人民民主是社會(huì)主義的生命”,要“擴(kuò)大社會(huì)主義民主”“豐富民主形式,拓寬民主渠道”。在我國大力進(jìn)行信息化建設(shè),不斷推進(jìn)政治體制改革,進(jìn)行社會(huì)主義民主政治建設(shè)的背景下,網(wǎng)絡(luò)民主這種全新的民主形式在我國有了初步的發(fā)展。但網(wǎng)絡(luò)民主自身具有的“雙刃劍”特性使其在促進(jìn)民主發(fā)展的同時(shí),也產(chǎn)生了不利于民主發(fā)展的負(fù)面影響。因此,對(duì)網(wǎng)絡(luò)民主在理論上進(jìn)行梳理和實(shí)踐上進(jìn)行總結(jié),結(jié)合中國的國情制定相應(yīng)的措施,對(duì)網(wǎng)絡(luò)民主沿著科學(xué)的道路發(fā)展、促進(jìn)中國社會(huì)主義民主建設(shè)有重要的意義。 本文對(duì)網(wǎng)絡(luò)民主的內(nèi)涵、特征、意義等基本問題進(jìn)行了歸納,分析了中國在發(fā)展網(wǎng)絡(luò)民主方面產(chǎn)生的積極影響和存在的問題,認(rèn)為要實(shí)現(xiàn)中國網(wǎng)絡(luò)民主的科學(xué)發(fā)展,首先要明確指導(dǎo)思想,即以科學(xué)發(fā)展觀為指導(dǎo);其次要實(shí)現(xiàn)中國網(wǎng)絡(luò)民主的制度化和法制化;最后提高公民的民主意識(shí)和政治素質(zhì)。使網(wǎng)絡(luò)民主和其他民主形式相結(jié)合,共同推進(jìn)中國社會(huì)主義民主政治建設(shè)。
[Abstract]:Democracy is the value goal that people have been pursuing since ancient times. Different forms of democracy have emerged in different times. These forms of democracy have promoted the development of democracy to varying degrees. The wheel of history has advanced to the information age. A new form of democracy has emerged, that is, cyberdemocracy, which was first proposed by Mark Sluka in 1995. He believes that "network democracy" can be understood as democracy with the network as the medium or infiltrating into the democracy. With the development of the Internet, network democracy has become one of the most important forms of democracy in various countries. In the report of the 17th National Congress of the CPC, General Secretary Hu Jintao stressed that "people's democracy is the life of socialism" and that it is necessary to "expand socialist democracy" and "enrich democratic forms and broaden democratic channels". Under the background of continuously promoting the reform of the political system and carrying out the construction of socialist democratic politics, Network democracy, a new form of democracy, has made a preliminary development in our country. However, it has the characteristics of "double-edged sword" which makes it not only promote the development of democracy, but also has a negative impact that is not conducive to the development of democracy. It is of great significance for the network democracy to develop along the scientific road and to promote the construction of socialist democracy in China by summing up the theory and practice of network democracy and making corresponding measures in combination with China's national conditions. This paper summarizes the connotation, characteristics and significance of network democracy, analyzes the positive influence and existing problems in the development of network democracy in China, and holds that the scientific development of China's network democracy should be realized. First of all, we should make clear our guiding ideology, that is, we should take the scientific development view as the guide; secondly, we should realize the institutionalization and legalization of China's network democracy; finally, we should improve citizens' democratic consciousness and political quality, and combine network democracy with other forms of democracy. We will jointly promote the building of socialist democratic politics in China.
