【摘要】：1954年12月31日全國人民代表大會常務委員會通過了《城市居民委員會組織條例》標志著我國城市社區(qū)居委會走上了法制的道路。居民委員會是居民自我管理、自我教育、自我服務的基層群眾性自治組織,是中國人民民主專政和城市基層政權(quán)的重要基礎,也是黨和政府聯(lián)系人民群眾的橋梁和紐帶之一。在中國的城市地區(qū)有4億多居民通過這一制度直接行使憲法賦予的自治權(quán)和民主管理經(jīng)濟、文化和社會事務的權(quán)力。居民委員會滿意度測量模型,是以居民需求為導向,以居民為主體,對居委會工作做出評判的測量體系。該測量模型能夠反映不同層次居民對居民委員會的需求,指導居民委員會工作的改進方向。同時,測量的實施也豐富了基層民主實踐的方式,進一步提高居委會干部樹立對居民負責的意識,對于我國基層民主的實現(xiàn)具有重大的現(xiàn)實意義。在論述城市居民委員會及其工作滿意度概念的基礎上,建立了由居民認知、居民期望、感知價值、感知公平、居民抱怨等結(jié)構(gòu)變量構(gòu)成的居民委員會滿意度理論模型。并且在遼寧省沈陽市461位居民中進行問卷調(diào)查,采用描述統(tǒng)計分析和結(jié)構(gòu)方程模型方法分析數(shù)據(jù)、驗證模型。結(jié)果顯示,其一,實際調(diào)查數(shù)據(jù)與理論模型擬合較好,本模型可以應用到居委會滿意度測量當中；其二,居民對居委會工作的滿意程度較低。其三,人口統(tǒng)計學的結(jié)果顯示,教育程度、月收入、職業(yè)、城區(qū)對居民委員會工作滿意度有顯著性影響；居住年限、性別、婚姻狀況、政治面貌對居民委員會滿意度影響無顯著性差異。依據(jù)數(shù)據(jù)和模型反映的問題分析原因,并從著力提高沈陽市經(jīng)濟水平,為社區(qū)發(fā)展提供物質(zhì)基礎；加強居委會委員培訓,提高居委會服務水平；加強協(xié)調(diào)交流機制, 構(gòu)建社區(qū)和諧關系;提高居民民主參與意識,構(gòu)建民主和諧社區(qū)；改善社區(qū)環(huán)境提高社區(qū)服務質(zhì)量等方面來提高居民對居委會工作的滿意度。
