【摘要】：在社會(huì)主義中國(guó),人民群眾是正風(fēng)反腐,永葆黨的最大政治優(yōu)勢(shì)的鞭策力量。這突出表現(xiàn)在黨的群眾路線從價(jià)值引領(lǐng)和工具輸出兩方面彰顯出強(qiáng)大的正風(fēng)反腐功能。同時(shí),群眾路線的理論特性及治理環(huán)境與對(duì)象等條件因素又決定了群眾路線不是萬(wàn)能神器,必然存有功能限度。這就要求我們?cè)谌鎻膰?yán)治黨的新形勢(shì)下,如要加快提高黨的治國(guó)理政能力,就必須認(rèn)真分析群眾路線的正風(fēng)反腐功能與限度,科學(xué)有效地規(guī)避限度再發(fā)展。當(dāng)前,正風(fēng)反腐斗爭(zhēng)已經(jīng)到了攻堅(jiān)克難的緊要關(guān)頭,必須立足政治理性開(kāi)拓黨風(fēng)民風(fēng)互動(dòng)發(fā)展的新思路,建構(gòu)黨群互動(dòng)與平衡機(jī)制以推動(dòng)正風(fēng)反腐功能的發(fā)揮,以能力的增強(qiáng)提升群眾路線的正風(fēng)反腐功能。
[Abstract]:In socialist China, the masses are the driving force behind corruption and the party's greatest political superiority. This is manifested in the party's mass line in value guidance and tool export two aspects of the strong positive wind anti-corruption function. At the same time, the theoretical characteristics of the mass line and the conditions such as governance environment and object determine that the mass line is not a universal artifact, but must have functional limits. This requires us, under the new situation of managing the party comprehensively and strictly, if we want to speed up the improvement of the party's ability to manage the country and manage the government, we must seriously analyze the functions and limits of anti-corruption of the mass line, and scientifically and effectively circumvent the limit for re-development. At present, the struggle against corruption in Zhengfeng has reached a critical juncture in overcoming difficulties. We must base ourselves on political rationality to open up new ideas for the interactive development of party style and civil conduct, and to construct a mechanism of interaction and balance between the party and the masses in order to promote the development of the anti-corruption function of Zhengfeng. To enhance the ability to enhance the mass line of anti-corruption function.
