【摘要】：據(jù)《2012年群體性事件研究報告》來看，我國群體性事件依然呈現(xiàn)持續(xù)高發(fā)態(tài)勢，并涌現(xiàn)出了許多新特點。在解決頻發(fā)的群體性事件過程中，黨和政府動用了大量的人力、物力，極大的耗費黨了的執(zhí)政資源和執(zhí)政成本，牽制了我國政治、經(jīng)濟的變革和發(fā)展。當前要想為發(fā)展提供一個安定有序的環(huán)境就要落實好“維穩(wěn)”工作，及時妥善的處理好前進途中的群體性事件這一難題，否則不僅會影響經(jīng)濟的發(fā)展進程，也會破壞黨的統(tǒng)治秩序，動搖黨的群眾基礎，削弱黨的執(zhí)政合法性，最終威脅黨的執(zhí)政安全。本文立足于群體性事件這一視角，深入分析群體性事件發(fā)生的誘因及其對中國共產(chǎn)黨執(zhí)政安全的影響，探討維護黨執(zhí)政安全的路徑選擇。 本文在結(jié)構(gòu)上分為四個部分：第一部分“群體性事件與執(zhí)政安全的相關理論概述”，分別概述群體性事件的概念、性質(zhì)、分類、發(fā)展趨勢以及執(zhí)政安全的內(nèi)涵、現(xiàn)狀、影響因素。為下一步的研究奠定必要的理論基礎；第二部分“中國群體性事件頻發(fā)的誘因分析”，，從政治、經(jīng)濟、文化、社會四個維度出發(fā)，深刻分析誘發(fā)群體性事件的原因；第三部分“群體性事件對黨執(zhí)政安全的影響”，從黨執(zhí)政理念、執(zhí)政合法性、黨員干部的作風、黨的群眾工作的能力等角度揭示群體性事件對執(zhí)政安全問題提出的嚴峻挑戰(zhàn)，進而指出維護黨執(zhí)政安全的重要性和緊迫性；第四部分“防治群體性事件以鞏固黨的執(zhí)政安全的路徑選擇”，從執(zhí)政理念、執(zhí)政合法性、黨員干部作風、群眾工作能力的視角出發(fā)，從政治信任、科學執(zhí)政等角度，闡述維護黨執(zhí)政安全的路徑選擇。
[Abstract]:According to the 2012 Group incident Research report, there is still a high incidence of mass events in China, and many new characteristics have emerged. In the process of solving the frequent mass incidents, the Party and the government used a lot of manpower and material resources, which greatly consumed the ruling resources and the ruling costs of the Party, and hindered the political and economic changes and development of our country. At present, in order to provide a stable and orderly environment for development, we must implement the work of "maintaining stability" and properly deal with the problem of mass incidents on the way forward, otherwise, it will not only affect the process of economic development, It will also destroy the ruling order of the Party, shake the mass foundation of the Party, weaken the legitimacy of the Party's ruling, and finally threaten the Party's ruling security. Based on the perspective of group events, this paper analyzes the inducement of mass incidents and its influence on the ruling security of CPC, and discusses the choice of ways to maintain the ruling security of CPC. The structure of this paper is divided into four parts: the first part, "Overview of Group incident and governing Security Theory", which summarizes the concept, nature, classification, development trend, connotation and present situation of group incident, respectively. Influencing factors. The second part, "the analysis of the inducement of the frequent occurrence of mass events in China", analyzes the causes of inducing group events from the four dimensions of politics, economy, culture and society. The third part, "the influence of group events on the Party's ruling security", reveals the severe challenge to the ruling security from the perspectives of the Party's ruling concept, ruling legitimacy, the style of Party members and cadres, and the ability of the Party's mass work. Then it points out the importance and urgency of maintaining the Party's ruling security, the fourth part, "preventing and controlling group incidents to consolidate the Party's ruling security path choice", from the ruling concept, ruling legitimacy, the style of party members and cadres, and then points out the importance and urgency of maintaining the Party's ruling security. From the perspective of mass work ability, this paper expounds the choice of ways to maintain the Party's ruling security from the angles of political trust and scientific governance.
