【摘要】：在黨的歷史方位發(fā)生重大轉(zhuǎn)折歷史關(guān)頭,毛澤東于1948年9月20日為中共中央起草了《關(guān)于健全黨委制》的重大決定。該決定內(nèi)容集中、言簡意賅、分析透徹,所闡述的主要思想是:論述了健全黨委制的重要性、規(guī)定了黨委實(shí)行集體領(lǐng)導(dǎo)的范圍、要求健全完善黨委會議制度、集體領(lǐng)導(dǎo)與個(gè)人負(fù)責(zé)不可偏廢。今天重讀《關(guān)于健全黨委制》一文,對提高黨的執(zhí)政能力建設(shè)、改革黨的領(lǐng)導(dǎo)和執(zhí)政方式、推進(jìn)黨內(nèi)民主建設(shè)以及"完善黨委領(lǐng)導(dǎo)體制和工作機(jī)制"仍具有不可估量的現(xiàn)實(shí)價(jià)值。
[Abstract]:At the historic turning point in the historical position of the Party, Mao Zedong drafted the important decision on perfecting the Party Committee system for the CPC Central Committee on September 20, 1948. The decision is focused, concise, and thorough analysis.The main ideas expounded are: the importance of perfecting the party committee system, the definition of the scope for the party committee to exercise collective leadership, and the demand for the perfection of the party committee meeting system. Collective leadership and individual responsibility should not be neglected. The re-reading of the article on improving the Party Committee system today will improve the Party's ruling ability and reform the party's leadership and ruling methods. It is still of immeasurable practical value to promote the democratic construction within the Party and to perfect the leading system and working mechanism of the Party committee.
