【摘要】：中共中央紀(jì)律檢查委員會書記王岐山在會見參加"2015年中國共產(chǎn)黨與世界對話會"外國前政要和學(xué)者時,首次公開談?wù)?中國共產(chǎn)黨執(zhí)政合法性"問題:"中國共產(chǎn)黨的合法性源自于歷史,是人心向背決定的,是人民的選擇。"合法性是一個政治學(xué)概念,探討中國共產(chǎn)黨執(zhí)政的合法性問題,并不是指中共作為執(zhí)政黨在法律程序上合法與否。合法性來源和表現(xiàn)形式是多方面的,考察中國共產(chǎn)黨執(zhí)政合法性,不能僅僅把是否通過選舉作為唯一源泉。中國共產(chǎn)黨有豐富的合法性資源,但正面臨著合法性資源流失的問題。構(gòu)建中國共產(chǎn)黨長期執(zhí)政的合法性基礎(chǔ),在多方面加強(qiáng)合法性建設(shè)的過程中必須突出重點(diǎn),特別是要著眼于從制度規(guī)則、民主授權(quán)角度夯實(shí)合法性基礎(chǔ)。作為制度規(guī)則層面上構(gòu)建中國共產(chǎn)黨長期執(zhí)政合法性基礎(chǔ)的核心,當(dāng)代中國社會主義民主政治建設(shè)的關(guān)鍵在于賦予民眾以選擇權(quán),并真正實(shí)行依法治國。
[Abstract]:Wang Qishan, secretary of the CPC Central Committee Disciplinary Inspection Commission, met with former foreign political figures and scholars attending the 2015 Dialogue between the Communist Party of China and the World. For the first time, the issue of "the legitimacy of the Communist Party of China" was openly discussed: "the legitimacy of the Communist Party of China derives from history, is decided by the people, and is the choice of the people." Legitimacy is a concept of political science. To probe into the legitimacy of the CPC does not mean that the CPC as the ruling party is legal or not. There are many sources and manifestations of legitimacy. To investigate the legitimacy of the Communist Party of China, we can not only regard the election as the only source. The Communist Party of China has abundant legitimacy resources, but is facing the problem of the loss of legitimacy resources. In order to build the legitimacy foundation of the Communist Party of China in power for a long time, we must stress the key points in the process of strengthening the legitimacy construction in many aspects, especially in order to consolidate the legitimacy foundation from the angle of system rules and democratic authorization. As the core of the long-term ruling legitimacy of the Communist Party of China, the key to the construction of socialist democratic politics in contemporary China lies in giving the people the right to choose and truly administering the country according to law.
