【摘要】：本文采用了實(shí)證與文獻(xiàn)研究相結(jié)合、定性與定量研究結(jié)合等多種方法，從構(gòu)建社會(huì)主義和諧社會(huì)的相關(guān)理論研究開(kāi)始，全面闡述基于質(zhì)、量、度視角的和諧社會(huì)構(gòu)建這一河北省重大的理論和實(shí)踐問(wèn)題，為構(gòu)建和諧河北省、優(yōu)化河北省，從經(jīng)濟(jì)、政治、文化、資源結(jié)構(gòu)、環(huán)境建設(shè)提高提供堅(jiān)實(shí)的理論基礎(chǔ)。本文不僅對(duì)如何從質(zhì)、量、度三個(gè)角度去構(gòu)建和諧社會(huì)進(jìn)行了理論研究，還從實(shí)踐層面上提出了多項(xiàng)具有積極的、可操作性的實(shí)施措施。同時(shí)，在對(duì)河北省自然條件、社會(huì)資源、經(jīng)濟(jì)狀況、文化背景、政治背景等進(jìn)行調(diào)研分析的基礎(chǔ)上，提出河北省構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的基本原則和目標(biāo)體系，通過(guò)提高質(zhì)、發(fā)展量、協(xié)調(diào)度等途徑，為構(gòu)建和諧社會(huì)提供堅(jiān)實(shí)的基礎(chǔ)。 本文的寫(xiě)作共分為六個(gè)部分，含引言、結(jié)語(yǔ)及正文四章： 引言部分闡述了論文的研究意義，即為新時(shí)期如何構(gòu)建社會(huì)主義和諧社會(huì)，促進(jìn)河北省更好更快發(fā)展奠定較完備的理論基礎(chǔ)，并在對(duì)河北省現(xiàn)實(shí)經(jīng)濟(jì)、社會(huì)、環(huán)境、人力資源等進(jìn)行調(diào)研分析的基礎(chǔ)上，通過(guò)提高質(zhì)、發(fā)展量、協(xié)調(diào)度等途徑，為構(gòu)建和諧社會(huì)提供堅(jiān)實(shí)的基礎(chǔ)。緒論部分對(duì)中外構(gòu)建和諧社會(huì)的學(xué)術(shù)史進(jìn)行了梳理，并交代了研究對(duì)象和研究方法。 正文第一章介紹了和諧社會(huì)的質(zhì)、量、度的內(nèi)涵，以及三者既有區(qū)別又相互統(tǒng)一的辯證關(guān)系，在此基礎(chǔ)上提出了和諧社會(huì)質(zhì)、量、度的衡量標(biāo)準(zhǔn)。本章還指出現(xiàn)階段構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的現(xiàn)實(shí)意義，即構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)，是妥善處理好經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)程中各種矛盾的要求，是國(guó)民經(jīng)濟(jì)持續(xù)發(fā)展的要求，是實(shí)現(xiàn)“全面建成小康社會(huì)”目標(biāo)的要求。 正文第二章介紹了河北構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的目標(biāo)體系。首先，從自然條件、社會(huì)資源、經(jīng)濟(jì)狀況、文化背景四個(gè)方面分析了河北省構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的現(xiàn)實(shí)條件；其次，提出了河北構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的基本原則，即優(yōu)質(zhì)原則、增量原則和適度原則；最后，根據(jù)河北省現(xiàn)實(shí)條件和構(gòu)建和諧社會(huì)的基本原則，從經(jīng)濟(jì)、社會(huì)、環(huán)境三個(gè)方面，提出了河北構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的目標(biāo)體系。 正文第三章以現(xiàn)實(shí)數(shù)據(jù)和材料為依據(jù)，分析了當(dāng)前河北和諧社會(huì)建構(gòu)中存在的質(zhì)、量、度方面的問(wèn)題：河北構(gòu)建和諧社會(huì)中存在的質(zhì)的問(wèn)題包括發(fā)展質(zhì)量偏低、發(fā)展環(huán)境不佳、發(fā)展?fàn)顟B(tài)不平衡等；河北構(gòu)建和諧社會(huì)中存在的量的問(wèn)題包括經(jīng)濟(jì)競(jìng)爭(zhēng)力弱、政府投入少、人力資源素質(zhì)偏低等；河北構(gòu)建和諧社會(huì)中存在的度的問(wèn)題包括經(jīng)濟(jì)建設(shè)的“虛高”與發(fā)展后勁的“不足”、資源利用的“過(guò)度”與環(huán)境保護(hù)的“不及”、娛樂(lè)文化的“追捧”與主流文化的“無(wú)奈”、GDP連年上升與城鄉(xiāng)居民收入裹足不前等。 正文第四章根據(jù)河北構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的目標(biāo)體系和當(dāng)前河北和諧社會(huì)建構(gòu)中存在的質(zhì)、量、度方面的問(wèn)題，提出了河北構(gòu)建質(zhì)、量、度相統(tǒng)一的和諧社會(huì)的路徑，即通過(guò)調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、優(yōu)化發(fā)展環(huán)境和加強(qiáng)燕趙文化建設(shè)來(lái)提高質(zhì)；通過(guò)提高經(jīng)濟(jì)綜合競(jìng)爭(zhēng)力、進(jìn)一步加強(qiáng)小城鎮(zhèn)建設(shè)和關(guān)注弱勢(shì)群體提高低收入家庭的生活水平來(lái)發(fā)展量；通過(guò)處理好經(jīng)濟(jì)發(fā)展同人口、資源、環(huán)境的關(guān)系、統(tǒng)籌協(xié)調(diào)社會(huì)各階層的利益關(guān)系和加強(qiáng)民主政治建設(shè)促進(jìn)社會(huì)和諧來(lái)協(xié)調(diào)度。 結(jié)語(yǔ)部分在概括全文的基礎(chǔ)上，提出本文的主要結(jié)論，即通過(guò)質(zhì)、量、度的哲學(xué)視角，為新時(shí)期如何構(gòu)建社會(huì)主義和諧社會(huì)，促進(jìn)河北省更好更快發(fā)展提供了較完備的理論基礎(chǔ)。通過(guò)理論研究和指導(dǎo)實(shí)踐相結(jié)合，，在對(duì)河北省自然調(diào)經(jīng)、現(xiàn)實(shí)經(jīng)濟(jì)、社會(huì)資源、環(huán)境、政治現(xiàn)狀等進(jìn)行調(diào)研分析的基礎(chǔ)上，提出應(yīng)從提高質(zhì)、發(fā)展量、協(xié)調(diào)度入手，充分發(fā)揮河北省的區(qū)位優(yōu)勢(shì)，探尋河北構(gòu)建和諧社會(huì)的路徑，這樣才能優(yōu)化河北省經(jīng)濟(jì)、社會(huì)、人口、文化、資源結(jié)構(gòu)，為構(gòu)建和諧社會(huì)提供堅(jiān)實(shí)的物質(zhì)、精神和體制基礎(chǔ)。
[Abstract]:Based on the research and analysis on the construction of harmonious society from three angles of quality , quantity and degree , the paper puts forward the basic principle and goal system of constructing harmonious society from three angles of quality , quantity and degree , and provides a solid foundation for constructing harmonious society by improving quality , quantity and degree of coordination .

The writing of this paper is divided into six parts , including preface , conclusion and text four chapters :

The introduction part expounds the significance of the research , that is , how to construct the socialist harmonious society in the new period , to promote the better and faster development of Hebei Province , and to provide a solid foundation for the construction of the harmonious society . The introduction part sorts out the academic history of constructing a harmonious society at home and abroad , and presents the research object and the research method .

The first chapter introduces the connotation of the quality , quantity and degree of the harmonious society , and the dialectical relation of the differences and the unification of the three . This chapter also points out the realistic meaning of the harmonious society with the unity of quality , quantity and degree . It is the requirement to deal with the contradictions in the process of economic and social development . It is the requirement of the sustainable development of national economy . It is the requirement to realize the goal of " building a well - off society " .

The second chapter introduces the goal system of constructing harmonious society with unity of quality , quantity and degree in Hebei Province . First , the realistic conditions of constructing harmonious society with unity of quality , quantity and degree are analyzed from four aspects : natural condition , social resource , economic situation and cultural background ;
Secondly , it puts forward the basic principle of constructing harmonious society based on the unification of quality , quantity and degree of Hebei Province , that is , high quality principle , incremental principle and moderate principle .
Finally , according to the realistic conditions of Hebei Province and the basic principles of constructing a harmonious society , this paper puts forward the goal system of constructing a harmonious society with the unity of quality , quantity and degree from the three aspects of economy , society and environment .

The third chapter analyzes the problems of quality , quantity and degree in the construction of the current Hebei harmonious society based on the real data and materials . The problems in constructing a harmonious society in Hebei Province include low development quality , poor development environment , unbalanced development status , etc .
The problems existing in the construction of harmonious society in Hebei include weak economic competitiveness , low government investment , low human resources quality , etc .
The problems existing in the construction of a harmonious society in Hebei include the " deficiency of economy " and " insufficient " of the development , the " excessive " of the resource utilization and the " late " of the environmental protection , the " pursuit " of entertainment culture and the " helpless " of the mainstream culture , the rise of GDP and the income of the urban and rural residents .

In chapter 4 , according to the problems of quality , quantity and degree existing in the construction of the harmonious society based on the construction quality , quantity and degree of Hebei , the paper puts forward the path of constructing harmonious society with the unity of quality , quantity and degree in Hebei Province , that is to improve the quality by adjusting the industrial structure , optimizing the development environment and strengthening the construction of Yanzhao culture ;
To further strengthen the construction of small towns and pay attention to the improvement of the living standard of low - income families by improving the comprehensive competitiveness of the economy ;
By dealing with the relationship between economic development and population , resources and environment , it is necessary to coordinate and coordinate the interests of all sectors of society and strengthen democracy and political construction to promote social harmony .

On the basis of summarizing the whole text , this paper puts forward the main conclusion of this paper , that is , how to construct the socialist harmonious society in the new period and promote the better and faster development of Hebei Province . Based on the research and analysis of the theory research and the guiding practice , this paper puts forward the path of improving the economy , society , population , culture and resources of Hebei Province , and provides a solid material , spiritual and institutional basis for constructing harmonious society .
