【摘要】：當(dāng)今世界正處在大發(fā)展大變革大調(diào)整時(shí)期,當(dāng)代中國(guó)已經(jīng)進(jìn)入了全面建設(shè)小康社會(huì)關(guān)鍵時(shí)期和深化改革開(kāi)放、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式攻堅(jiān)時(shí)期。面對(duì)世情、國(guó)情、黨情的深刻變化,新時(shí)期我國(guó)社會(huì)主義如何進(jìn)一步實(shí)現(xiàn)更好的發(fā)展,這反映到執(zhí)政的中國(guó)共產(chǎn)黨身上就是如何更好地執(zhí)政。依法執(zhí)政是在新的歷史條件下中國(guó)共產(chǎn)黨執(zhí)政的一個(gè)基本方式,是依法治國(guó)的重要保證,也是中國(guó)共產(chǎn)黨遵循共產(chǎn)黨執(zhí)政規(guī)律、社會(huì)主義建設(shè)規(guī)律、人類社會(huì)發(fā)展規(guī)律,應(yīng)對(duì)執(zhí)政考驗(yàn)、改革開(kāi)放考驗(yàn)、市場(chǎng)經(jīng)濟(jì)考驗(yàn)、外部環(huán)境考驗(yàn),永遠(yuǎn)保持黨的先進(jìn)性和長(zhǎng)期執(zhí)政地位的重中之重。而立足現(xiàn)實(shí),深入研究中國(guó)共產(chǎn)黨依法執(zhí)政保障對(duì)策對(duì)于建設(shè)社會(huì)主義法治國(guó)家和社會(huì)主義和諧社會(huì)建設(shè)有著重要的意義和價(jià)值。 論文共分五個(gè)部分：第一部分主要闡述了論文的寫(xiě)作緣由,梳理了中國(guó)共產(chǎn)黨依法執(zhí)政的研究現(xiàn)狀以及本論文所要解決的問(wèn)題和結(jié)構(gòu)安排；第二部分較為系統(tǒng)地分析了中國(guó)共產(chǎn)黨依法執(zhí)政的內(nèi)涵與目標(biāo),并圍繞目標(biāo)動(dòng)力,提出了中國(guó)共產(chǎn)黨依法執(zhí)政的保障對(duì)策的命題；第三部分集中論述了中國(guó)共產(chǎn)黨依法執(zhí)政的觀念保障；第四部分集中論述了中國(guó)共產(chǎn)黨依法執(zhí)政的機(jī)制保障；第五部分集中論述了中國(guó)共產(chǎn)黨依法執(zhí)政的監(jiān)督保障。筆者認(rèn)為,應(yīng)建立以運(yùn)行機(jī)制保障為核心,以觀念保障為先導(dǎo),以依法監(jiān)督為糾偏(錯(cuò))手段的中國(guó)共產(chǎn)黨依法執(zhí)政保障的良性機(jī)制。 中國(guó)共產(chǎn)黨依法執(zhí)政是當(dāng)代中國(guó)實(shí)現(xiàn)黨的領(lǐng)導(dǎo)與人民當(dāng)家作主和依法治國(guó)有機(jī)統(tǒng)一的最佳實(shí)現(xiàn)路徑,因此順利推進(jìn)和實(shí)現(xiàn)中國(guó)共產(chǎn)黨的依法執(zhí)政既是中國(guó)依法治國(guó)的需要,也是和諧社會(huì)建設(shè)的需要,更是中國(guó)特色社會(huì)主義走向偉大順利的需要。
[Abstract]:The world today is undergoing great changes and adjustments, the Chinese has entered the critical period of building a well-off society and the deepening of reform and opening up, accelerate the transformation of economic development in the crucial period. Facing the world situation, profound changes in the party situation, the new period of China's social development, how to achieve better, which reflects the the ruling Communist Party China body is how to better the ruling. Ruling by law is a basic way in the new historical conditions China the ruling Communist Party, is an important guarantee for the rule of law, but also China Communist Party followed the ruling law of the Communist Party, the law of socialist construction and the law of development of human society, to deal with the test, the reform and opening up the market test. Economic test, the test of the external environment, priority among priorities always maintain the advanced nature of the party and the long-term ruling position. But based on reality, further research is China The Communist Party of China, ruling security measures for building a socialist country ruled by law and building a socialist harmonious society has important meaning and value.
This paper is divided into five parts: the first part mainly expounds the reasons for writing this paper, reviews the research status and problems of Chinese governance according to law and the structure of this paper is to solve the arrangement; the second part analyzes systematically the connotation and aim of the Communist Party of Chinese ruling according to law, and according to the goal of power, put forward Chinese according to law the ruling security countermeasure proposition; the third part mainly discusses the concept of security Chinese governance according to law; the fourth part mainly discusses the safeguard mechanism of Chinese governance according to law; the fifth part mainly discusses the supervision China governance according to law. The author thinks that we should establish a mechanism to ensure security as the core concept for the pilot to supervise for rectification (wrong) benign mechanism means China governance according to law guarantee.
The Communist Party of China ruling of contemporary Chinese realize the leadership of the party and the people in power and the organic unity of the rule of law to achieve the best path, so smoothly and to realize the ruling Communist Party China Chinese is the rule of law, but also the construction of a harmonious society needs, is China socialism to need great success.
