【摘要】：黨的十一屆三中全會(huì)作出了停止"以階級(jí)斗爭(zhēng)為綱"、把黨和國(guó)家工作重心轉(zhuǎn)移到社會(huì)主義現(xiàn)代化建設(shè)上來(lái)的重大決策,開(kāi)始了社會(huì)主義建設(shè)新時(shí)期。鄧小平認(rèn)為,能否實(shí)現(xiàn)四個(gè)現(xiàn)代化,是關(guān)系到全民族前途命運(yùn)的重大問(wèn)題。在推進(jìn)改革開(kāi)放的過(guò)程中,鄧小平始終強(qiáng)調(diào)要堅(jiān)持以經(jīng)濟(jì)建設(shè)為中心,大力發(fā)展生產(chǎn)力,并將其提高到"壓倒一切的中心任務(wù)"、馬克思主義"基本原則"的重要地位。鄧小平關(guān)于黨和國(guó)家工作重點(diǎn)轉(zhuǎn)移及社會(huì)主義根本任務(wù)的思想內(nèi)容非常豐富,至少應(yīng)當(dāng)包括發(fā)展生產(chǎn)力是社會(huì)主義首要任務(wù)、發(fā)展生產(chǎn)力必須堅(jiān)持以經(jīng)濟(jì)建設(shè)為中心、改革是為了解放和發(fā)展生產(chǎn)力、用"三個(gè)有利于"作為判斷社會(huì)主義各項(xiàng)工作是非得失的根本標(biāo)準(zhǔn)、科學(xué)技術(shù)是第一生產(chǎn)力等重要觀點(diǎn)。鄧小平的這些思想極大地豐富和發(fā)展了馬克思主義關(guān)于生產(chǎn)力與生產(chǎn)關(guān)系、經(jīng)濟(jì)基礎(chǔ)與上層建筑辯證統(tǒng)一的歷史唯物主義立場(chǎng)、觀點(diǎn)和方法,為新時(shí)期黨和國(guó)家工作重點(diǎn)轉(zhuǎn)移的實(shí)現(xiàn)奠定了堅(jiān)實(shí)的思想理論基礎(chǔ)。黨和國(guó)家工作重點(diǎn)轉(zhuǎn)移具有重大的理論意義和現(xiàn)實(shí)意義,堅(jiān)持以發(fā)展為主題,用發(fā)展的觀點(diǎn)解決前進(jìn)中的問(wèn)題,是黨實(shí)現(xiàn)工作重點(diǎn)轉(zhuǎn)移的一條重要經(jīng)驗(yàn)。
[Abstract]:The third Plenary session of the 11th CPC Central Committee made an important decision to stop "taking class struggle as the outline", shift the focus of party and state work to socialist modernization, and began the new period of socialist construction.Deng Xiaoping believes that whether the four modernizations can be achieved is a major issue related to the future and destiny of the whole nation.In the process of promoting reform and opening up, Deng Xiaoping has always stressed the importance of taking economic construction as the center, vigorously developing the productive forces, and raising it to the "overriding central task" and the important position of Marxism's "basic principles".Deng Xiaoping's thoughts on the shift of emphasis in the work of the Party and the state and the fundamental tasks of socialism are very rich, at least including that the development of productive forces is the primary task of socialism, and that the development of productive forces must be centered on economic construction.The reform aims at liberating and developing the productive forces, taking "three benefits" as the basic criterion for judging the gains and losses of the socialist work, and taking science and technology as the primary productive forces.Deng Xiaoping's ideas have greatly enriched and developed the Marxist historical materialism stand, views and methods on the dialectical unity of productive forces and relations of production, economic base and superstructure.It has laid a solid ideological and theoretical foundation for the realization of the shift of the focus of the party and state work in the new period.It is of great theoretical and practical significance to shift the focus of the Party's and state's work. It is an important experience for the Party to realize the shift of the focus of work by insisting on taking development as the theme and using the viewpoint of development to solve the problems in the course of progress.
