【摘要】：目前，中國經濟發(fā)達地區(qū)農村工業(yè)化已經到了從中期向后期轉型階段，倡導高新技術、高投資高產出、低能耗的時代已經來臨。當前，，不少農村企業(yè)正因經濟空間狹小、經濟結構單一、產業(yè)鏈條短、規(guī)模小、長期投入不足、基礎脆弱、缺乏市場競爭力而面臨淘汰、更新。因此，農村工業(yè)化從中期向后期的轉型已迫在眉睫。 無錫市的胡埭鎮(zhèn)，作為當年蘇南模式下的典型鄉(xiāng)鎮(zhèn)，今天全國綜合改革的試點鄉(xiāng)鎮(zhèn)，社會經濟得到快速發(fā)展，已初步形成具有一定規(guī)模的產業(yè)鏈，但在經濟發(fā)展取得巨大成就的同時，出現了生態(tài)破壞嚴重、產業(yè)布局和組織結構不合理、技術和產品創(chuàng)新不足、離農現象日益明顯等新的問題，嚴重制約著胡埭經濟社會的持續(xù)、健康發(fā)展。 這些問題反映了在農村工業(yè)化的進程中，生態(tài)環(huán)境保護意識淡薄，土地集約化利用不夠；農村工業(yè)化支撐體系建設不完善，經濟增長方式尚未得到真正轉變。為此，加快農村工業(yè)化轉型，走出一條新型工業(yè)化道路，是發(fā)達地區(qū)農村工業(yè)化實現科學發(fā)展的唯一選擇。要實現轉型發(fā)展、“好”字當頭的發(fā)展，則必須以科學發(fā)展觀為根本的指導思想。 在科學發(fā)展觀的指引下，探索農村工業(yè)化轉型模式，走出一條科技含量高、經濟效益好、資源消耗低、環(huán)境污染少，人力資源優(yōu)勢得到充分發(fā)揮的新型工業(yè)化路子。必須發(fā)展循環(huán)經濟，加大宣傳教育，培養(yǎng)村民環(huán)保意識；健全完備高效的政府支持體系、融資服務體系、人才支撐體系；推動農村工業(yè)企業(yè)科技進步，加強企業(yè)自主創(chuàng)新能力建設，全面提升企業(yè)素質，加強產品質量監(jiān)管；調整農村企業(yè)布局，充分發(fā)揮集聚效應，合理調整農村產業(yè)組織結構，充分發(fā)揮區(qū)位優(yōu)勢，大力發(fā)展外向型經濟；加快工業(yè)反哺農業(yè)的體制保障改革；發(fā)展都市農業(yè)，實現傳統農業(yè)向現代農業(yè)的轉型，加快城鎮(zhèn)化建設，以城鎮(zhèn)化帶動工業(yè)化。 通過探討胡埭鎮(zhèn)走新型工業(yè)化道路的過程中出現的主要問題、解決對策和成功經驗，希望對繼續(xù)探索我國農村工業(yè)化轉型道路有所幫助，對農村經濟科學發(fā)展起到積極的推動作用。同時，對于推動我國發(fā)達地區(qū)同類型鄉(xiāng)鎮(zhèn)在更高平臺上的可持續(xù)發(fā)展起到啟迪和借鑒作用。
[Abstract]:At present, the rural industrialization in the developed areas of China has reached the stage of transition from the middle to the later stage. The era of advocating high technology, high investment, high output and low energy consumption has come.At present, many rural enterprises are facing elimination and renewal because of narrow economic space, single economic structure, short industrial chain, small scale, long-term insufficient investment, weak foundation and lack of market competitiveness.Therefore, the transformation of rural industrialization from mid-term to late stage is imminent.Hu Tai Town in Wuxi City, as a typical township in the southern Jiangsu model, today has a pilot township for comprehensive reform throughout the country. The social economy has developed rapidly, and an industrial chain of a certain scale has been initially formed.But at the same time of great achievements in economic development, new problems such as serious ecological destruction, unreasonable industrial layout and organizational structure, insufficient technological and product innovation, and increasingly obvious phenomenon of separation from agriculture have emerged.It seriously restricts the sustained and healthy development of Hu Dai's economy and society.These problems reflect that in the process of rural industrialization, the consciousness of ecological environment protection is weak, the intensive use of land is not enough, the construction of supporting system of rural industrialization is not perfect, and the mode of economic growth has not been really changed.Therefore, speeding up the transformation of rural industrialization and walking out a new road of industrialization is the only choice to realize scientific development of rural industrialization in developed regions.In order to realize the transformation and development and the development of the word "good", we must take the scientific concept of development as the fundamental guiding ideology.Under the guidance of the scientific development view, this paper explores the transformation mode of rural industrialization, and finds a new way of industrialization with high scientific and technological content, good economic benefit, low consumption of resources, less environmental pollution, and the advantage of human resources being brought into full play.We must develop circular economy, increase propaganda and education, cultivate villagers' awareness of environmental protection, improve a complete and efficient government support system, a financing service system, a talent support system, and promote the scientific and technological progress of rural industrial enterprises.Strengthening the construction of enterprises' independent innovation ability, comprehensively improving the quality of enterprises, strengthening the supervision of product quality, adjusting the layout of rural enterprises, giving full play to the agglomeration effect, rationally adjusting the structure of rural industrial organizations, giving full play to their geographical advantages,To develop export-oriented economy vigorously; to speed up the reform of institutional guarantee for industry to feed agriculture; to develop urban agriculture; to realize the transformation from traditional agriculture to modern agriculture; to speed up the construction of urbanization; and to promote industrialization by urbanization.By discussing the main problems in the course of Hu Taizhen's new industrialization, solving the countermeasures and successful experiences, I hope it will be helpful to continue to explore the road of rural industrialization transformation in our country.It will play a positive role in promoting the scientific development of rural economy.At the same time, it can enlighten and use for reference to promote the sustainable development of the same type of villages and towns in the developed areas of our country on a higher platform.
