【摘要】：我國(guó)作為一個(gè)社會(huì)主義國(guó)家,民主執(zhí)政是中國(guó)共產(chǎn)黨執(zhí)政的基礎(chǔ),也是提高黨的執(zhí)政能力的重要手段。在當(dāng)前我國(guó)改革開放的新形勢(shì)下,中國(guó)共產(chǎn)黨明確提出了堅(jiān)持民主執(zhí)政的思想理念,既是新時(shí)代對(duì)于黨的執(zhí)政能力的必然要求,也是黨與時(shí)俱進(jìn)的優(yōu)秀品質(zhì)的體現(xiàn)。在民主執(zhí)政理念的指導(dǎo)下,中國(guó)共產(chǎn)黨在民主執(zhí)政方面進(jìn)行了大量的實(shí)踐,取得了一定的成效,但是,不容否認(rèn),現(xiàn)在中國(guó)共產(chǎn)黨的民主執(zhí)政能力方面還有所欠缺,在民主執(zhí)政的過程中還存在著一些問題,黨的民主執(zhí)政運(yùn)行機(jī)制還不夠完善,既消弱了中國(guó)共產(chǎn)黨的執(zhí)政效果,還對(duì)于我國(guó)的政治穩(wěn)定和社會(huì)發(fā)展造成了不利的影響。在這種情況下,研究探討新型黨政關(guān)系下的民主執(zhí)政運(yùn)行機(jī)制問題,創(chuàng)新黨的民主執(zhí)政方式,提升黨的民主執(zhí)政能力和效果,具有十分重大而深遠(yuǎn)的意義。本文從黨政關(guān)系的角度,對(duì)于黨的民主執(zhí)政運(yùn)行機(jī)制進(jìn)行了探討,通過理論分析的方法,主要得到的研究結(jié)論如下:首先,對(duì)于有關(guān)黨政關(guān)系與民主執(zhí)政的基礎(chǔ)理論進(jìn)行分析,闡述黨政關(guān)系與民主執(zhí)政、民主執(zhí)政運(yùn)行機(jī)制幾個(gè)相關(guān)的核心概念,對(duì)于中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制的內(nèi)容進(jìn)行詳細(xì)的闡述分析,對(duì)于黨政關(guān)系規(guī)范化與民主執(zhí)政關(guān)系進(jìn)行分析探討,闡述黨政關(guān)系視角下民主執(zhí)政的內(nèi)涵及特征,論述黨政關(guān)系規(guī)范化對(duì)民主執(zhí)政運(yùn)行機(jī)制的重要意義。其次,對(duì)于當(dāng)前中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制的基本現(xiàn)狀進(jìn)行分析,總結(jié)中國(guó)共產(chǎn)黨在民主執(zhí)政方面取得的成就,分析中國(guó)共產(chǎn)黨在民主執(zhí)政運(yùn)行機(jī)制方面存在的問題,比方說,黨政關(guān)系問題、民主執(zhí)政運(yùn)行機(jī)制本身存在的問題等,并且探尋了造成黨的民主執(zhí)政運(yùn)行機(jī)制問題的原因。最后,對(duì)于黨政關(guān)系視角下,中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制的完善提出了解決思路,分析了中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制構(gòu)建的歷史經(jīng)驗(yàn)和現(xiàn)實(shí)條件,提出了中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制構(gòu)建的基本原則,明確中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制構(gòu)建的核心和中國(guó)共產(chǎn)黨民主執(zhí)政運(yùn)行機(jī)制構(gòu)建的基礎(chǔ)。
[Abstract]:As a socialist country, democratic governance is not only the foundation of the Communist Party of China in power, but also an important means to improve the ruling ability of the Party. The Communist Party of China has clearly put forward the idea of adhering to the democratic governance, which is not only the inevitable requirement of the Party's ruling ability in the new era, but also the embodiment of the excellent quality of the Party's keeping pace with the times, under the guidance of the democratic ruling concept. The Communist Party of China has carried on a great deal of practice in the aspect of democratic ruling, and has made certain achievements. However, there is no denying that the Chinese Communist Party's democratic ruling ability is still lacking. In the process of democratic governance, there are still some problems, the democratic ruling mechanism of the Party is not perfect, which weakens the ruling effect of the Communist Party of China. In this case, we study and discuss the operation mechanism of democratic governance under the new relationship between the party and government, and innovate the democratic ruling mode of the party. It is of great and far-reaching significance to improve the democratic ruling ability and effect of the Party. From the angle of the relationship between the Party and the government, this paper discusses the running mechanism of the democratic ruling of the Party, and analyzes the method of the theory. The main conclusions are as follows: first of all, the basic theory of the relationship between the party and government and democratic governance are analyzed, and the core concepts related to the relationship between the party and the government and the democratic ruling mechanism are expounded. The content of the democratic ruling mechanism of the Communist Party of China is elaborated and analyzed in detail, and the standardization of the relationship between the Party and the government and the democratic ruling relationship are analyzed and discussed. This paper expounds the connotation and characteristics of democratic governance from the perspective of the relationship between the Party and the government, and discusses the significance of the standardization of the relationship between the party and the government to the operation mechanism of democratic governance. Secondly. This paper analyzes the basic status quo of the current democratic ruling mechanism of the CPC and summarizes the achievements of the CPC in democratic governance. This paper analyzes the problems existing in the running mechanism of the democratic ruling of the Communist Party of China, such as the relationship between the party and the government, and the problems existing in the operating mechanism of the democratic ruling, and so on. And to explore the cause of the Party's democratic governance operating mechanism problems. Finally, for the relationship between the party and government perspective, the Communist Party of China democratic governance operating mechanism to improve the solution. This paper analyzes the historical experience and realistic conditions of the construction of the democratic ruling operating mechanism of the Communist Party of China, and puts forward the basic principles of the construction of the democratic ruling operating mechanism of the Communist Party of China. The core of the construction of the democratic ruling mechanism of the Communist Party of China and the foundation of the construction of the democratic ruling operating mechanism of the Communist Party of China are clarified.
