【摘要】：正大生紗廠開車前后,大量物料需要購買,其中燃料、機件等物資需要從上海轉運至南通,運輸船須向"江海大關"繳納稅款。此時的江海關,已經(jīng)建立了外籍稅務司制度,但外籍稅務司主要管轄江海關的夷稅征收事宜。蘇松太兵備道作為江海關的管轄官員,依然擁有華稅的征收權。持有蘇松太兵備道頒發(fā)的護照,繳納稅款后,船只可徑出吳淞口運往南通。
