【摘要】：鄉(xiāng)土建筑承載著人類生存繁衍的痕跡,具有很高的歷史文化價(jià)值、社會(huì)經(jīng)濟(jì)價(jià)值和考古研究?jī)r(jià)值。習(xí)近平同志強(qiáng)調(diào):“要正確處理保護(hù)歷史文化和村莊建設(shè)的關(guān)系,對(duì)有價(jià)值的古村落、古民居和山水風(fēng)光要進(jìn)行保護(hù)、政治和科學(xué)合理地開(kāi)發(fā)利用�！�(1)建德是浙西文化和徽派文化的交融地,有著豐富悠久的歷史,傳統(tǒng)村落資源非常豐富,類型眾多。但是,隨著城鎮(zhèn)化建設(shè)的推進(jìn),古村落正處在瀕臨消亡的邊緣。本論文通過(guò)實(shí)地考察和理論研究來(lái)分析位于建德市的國(guó)家級(jí)文物保護(hù)單位新葉古村的開(kāi)發(fā)模式。新葉村從開(kāi)始保護(hù)到現(xiàn)在已經(jīng)有30多年的歷程,在這個(gè)過(guò)程中,村落的旅游業(yè)從未得到過(guò)很大的發(fā)展甚至一度停滯,古建筑也沒(méi)得到應(yīng)有的保護(hù)和修繕。是什么制約了新葉村的開(kāi)發(fā)利用這是本論文研究的問(wèn)題。古村落的特殊性決定了在產(chǎn)權(quán)制度、經(jīng)營(yíng)管理、保護(hù)開(kāi)發(fā)等方面都不同于其他的旅游地。政府、開(kāi)發(fā)商、村民等相關(guān)利益主體之間的矛盾突出,也導(dǎo)致了村落發(fā)展停滯的現(xiàn)象。論文通過(guò)對(duì)利益主體的分析,結(jié)合新葉村自身的實(shí)際情況探索出適合該村落的開(kāi)發(fā)模式:政府主導(dǎo)、企業(yè)管理、百姓參與的運(yùn)作方式和管理機(jī)制。該模式也被專家稱為“新葉模式”,可以用于全縣古村落發(fā)展的推廣。鄉(xiāng)土建筑保護(hù)與開(kāi)發(fā)的工作是挑戰(zhàn)與機(jī)遇并存,危機(jī)和生機(jī)同在,需要我們多方配合,共同努力,切實(shí)加強(qiáng)傳統(tǒng)村落鄉(xiāng)土建筑保護(hù)、非物質(zhì)遺產(chǎn)搶救,自然生態(tài)資源保護(hù)等工作,推動(dòng)傳統(tǒng)村落的可持續(xù)發(fā)展。
[Abstract]:The rural architecture bears the trace of the human existence and reproduction, and has a high historical and cultural value, the value of the social economy and the value of the archaeological research. Mr. Xi stressed: "In order to properly deal with the relationship between the protection of historical culture and the construction of the village, the protection, the political and the scientific and reasonable development and utilization of the ancient village, the ancient house and the landscape of the landscape should be carried out." (1) Jiande is a blend of the culture of western Zhejiang and the culture of Huizhou, and has a rich and long history. The traditional village resources are very rich and many types. However, with the development of the urbanization, the ancient village is at the brink of extinction. This paper analyses the development pattern of the new-leaf ancient village of the national cultural relic protection unit in Jiande City through the field investigation and the theoretical research. The new leaf village has been protected from the beginning to the present for more than 30 years. In this process, the tourism of the village has never been greatly developed or even stopped, and the ancient building has not been protected and repaired. It is a problem to study the development and utilization of the new leaf village. The particularity of the ancient village determines that the property right system, the operation management, the protection development and so on are different from others. The contradiction between the government, the developer, the villagers and other relevant stakeholders has also led to the stagnation of the development of the village. Through the analysis of the main body, this paper, combining with the actual situation of the new leaf village, explores the development mode suitable for the village: the government-led, the enterprise management, the people's participation in the operation mode and the management mechanism. The model is also called "new leaf model", which can be used to promote the development of ancient villages in the whole county. The work of the protection and development of the local architecture is the coexistence of the challenge and the opportunity, the crisis and the vitality are the same, it is necessary for us to cooperate with each other, to work together, to strengthen the protection of the traditional village, the protection of the non-material heritage, the protection of natural resources and the like, And promote the sustainable development of the traditional village.
