【摘要】：1929年底《首都計(jì)劃》制定出臺(tái)后,原本在《首都計(jì)劃》中已有定論的"中央政治區(qū)"選址問題,卻因政治因素影響而重生變數(shù)。從"中央政治區(qū)"最終地點(diǎn)和設(shè)計(jì)方案的產(chǎn)生經(jīng)過看,城市設(shè)計(jì)并不以技術(shù)性、藝術(shù)性、法制性和民主性等原則為據(jù),而是以實(shí)力較量和權(quán)謀運(yùn)用為依歸,制定規(guī)劃過程中"法治"的背后其實(shí)仍是操縱權(quán)力下的"人治",成為國民黨統(tǒng)一中國后革命政權(quán)內(nèi)部紛爭(zhēng)劇變的一個(gè)縮影。事實(shí)說明,國民政府的城市現(xiàn)代化努力,其實(shí)并不僅是技術(shù)層面的革新,同時(shí)也是封建時(shí)代加強(qiáng)統(tǒng)治和打擊異己這一古老政治傳統(tǒng)的現(xiàn)代延續(xù)而已。
[Abstract]:After the "Capital Plan" was formulated at the end of 1929, the "Central political Zone" location problem, which had been decided in the Capital Plan, was reborn because of the influence of political factors. Judging from the final location of the "Central political District" and the course of its design, urban design is not based on the principles of technology, artistry, legality and democracy, but on the contest of strength and the application of power. The "rule of man" in the planning process is still the rule of man under the manipulation of power, which is a microcosm of the internal disputes in the revolutionary regime after the reunification of the Kuomintang. Facts show that the national government's efforts to modernize the city are not only technological innovation, but also a modern continuation of the ancient political tradition of strengthening the rule and cracking down on dissidents in the feudal era.
