【摘要】：在英國(guó),解決無(wú)家可歸問(wèn)題是英國(guó)政府住房政策中非常重要的一項(xiàng)內(nèi)容。在這些無(wú)家可歸的人中,黑人以及其他少數(shù)種族人群占有非常高的比例�；谶@個(gè)原因,本文作者試圖對(duì)黑人以及其他少數(shù)種族人群受到住房救助情況進(jìn)行綜合的分析。分析參考了蘇格蘭政府的關(guān)于無(wú)家可歸人士的報(bào)告,英格蘭住房調(diào)查,以及其他文獻(xiàn)。 首先,本文探討了無(wú)家可歸的理論和實(shí)際含義.其次,本文研究了造成黑人以及其他少數(shù)種族人群無(wú)家可歸的主要因素,并在此基礎(chǔ)上,得出他們所需的不同程度以及不同種類(lèi)的住房救助。再次,本文全面分析了黑人以及其他少數(shù)種族人群中無(wú)家可歸人士得到非政府幫助以及政府住房救助的狀況。 在以上分析之后,本文作者提出了發(fā)展針對(duì)不同文化的無(wú)家可歸人士采取具有文化敏感度的住房救濟(jì)政策和措施的幾項(xiàng)建議。其中包括(1)通過(guò)對(duì)對(duì)住房救助服務(wù)人員的不同文化的培訓(xùn),使得他們?cè)谠u(píng)估黑人以及少數(shù)民族人群的住房需要時(shí),能夠摒棄偏見(jiàn),打破固定觀念,更加準(zhǔn)確地了解他們的住房需求;(2)倡導(dǎo)主流住房提供機(jī)構(gòu)和黑人以及其他少數(shù)種族人群經(jīng)營(yíng)的住房提供機(jī)構(gòu)的合作;(3)加強(qiáng)黑人以及少數(shù)種族人群參與住房政策的制定和決策。
