【摘要】：1991年，，柬埔寨開始進行電子政務(wù)建設(shè)。為了與柬埔寨王國持續(xù)民主多元化的趨勢相一致，柬埔寨政府加快電子政務(wù)建設(shè)。從國會制到兩院制的歷史性轉(zhuǎn)變?yōu)榧訌娬畏�(wěn)定、國家和平和社會民主做出了重要貢獻，這些是柬埔寨王國社會經(jīng)濟發(fā)展的基礎(chǔ)條件。電子政務(wù)建設(shè)是支撐法制框架下的各種改革和柬埔寨王國向區(qū)域化、國際化發(fā)展的重要支柱。 雖然柬埔寨電子政務(wù)在建設(shè)初期遇到了許多困難，但目前柬埔寨電子政務(wù)建設(shè)已經(jīng)推動了柬埔寨王國法律系統(tǒng)的發(fā)展與完善，同時樹立起了對國家和人民負責任的最高國家政府部門的形象。行動計劃的完成為未來柬埔寨電子政府的成功指明了方向，也增強了信心。 要完成此項行動計劃，首先需要所有具有集體責任感、奉獻精神和有意參與的人以主人翁的責任感共同努力去實現(xiàn)。同時，電子政務(wù)建設(shè)需要與政府部門、慈善機構(gòu)、無政府組織、公民社會、國際組織和友好國家建立廣泛合作關(guān)系以保證電子政務(wù)建設(shè)的成功。
