　　在多元文化下的美國,是白人盎格魯-撒克遜新教徒主導(dǎo)的社會(huì),少數(shù)族裔的政治參與常常顯得格外矚目。美國猶太人參政歷史悠久,盡管不到美國人口的3%,無論是投票還是參選公職卻都非常積極。美國猶太人通過組成利益集團(tuán)參政,向政府直接或間接地發(fā)起游說,捍衛(wèi)美國猶太人的利益。尤其在以色列建國后,猶太利益集團(tuán)更是同其保持緊密聯(lián)系,努力為以色列爭(zhēng)取美國的支持。在克林頓政府時(shí)期,美以公共事務(wù)委員會(huì)影響下的美以政治互動(dòng),為以色列爭(zhēng)取到巨額的經(jīng)濟(jì)和軍事援助,以及許多有利于以色列的法案的通過,有力地加強(qiáng)了美以關(guān)系。其游說方式為其他少數(shù)族裔所借鑒,更為美國華人的政治參與提供了啟發(fā)。不過,猶太利益集團(tuán)的政治參與也產(chǎn)生一些問題,在政治游說的過程中傷害了美國的國家利益,遭到“雙重忠誠”的質(zhì)疑。本文通過分析美以公共事務(wù)委員會(huì)為代表的美國猶太利益集團(tuán)的游說國會(huì)、行政部門,進(jìn)行政治宣傳的政治參與行為,得出的結(jié)論是,猶太利益集團(tuán)的政治參與并不能決定美國外交政策的制定,主權(quán)國家間的交往以國家利益為首要考慮因素。另外,其他少數(shù)族裔利益集團(tuán)相繼崛起,猶太利益集團(tuán)主導(dǎo)美國政壇的局面并不可能發(fā)生,白人盎格魯-撒克遜新教徒主導(dǎo)的美國政治才是...
