政治代表是指當政治行為者為公民的最大利益而行動時,使公民在公共決策過程中“在場”的行為及活動。為了更好地了解吉爾吉斯斯坦共和國婦女的政治代表問題——這不僅關系到個體層面上每一個作為獨立個體的的婦女,也關系到整體層面上一個國家在全球化時代的可持續(xù)發(fā)展——本文以吉爾吉斯斯坦共和國的性別政策(1995至2018年)為切入點,反思和評估婦女在政治領域的“在場”方式及實現(xiàn)程度。第一章“政治領域的婦女斗爭:歷史回顧”由三部分組成,包括發(fā)達國家和發(fā)展中國家婦女政治參與的經(jīng)驗,以及尚未解決的問題。第二章“吉爾吉斯共和國的國家性別政策”歷史性地回顧和梳理了吉爾吉斯共和國國家性別政策的立法和理論基礎,以及婦女參與政治和社會發(fā)展的優(yōu)勢。第三章分析了吉爾吉斯共和國立法和行政部門以及地方自治機構中婦女的參與情況,以及婦女參與國家政治生活的趨勢和前景。第四章討論了婦女從國家、個人和社會三個層面討論了吉爾吉斯共和國婦女政治代表問題的成因。第五章嘗試解答在婦女政治代表問題方面,吉爾吉斯斯坦自身的有效經(jīng)驗和可以向其他國家學習的經(jīng)驗(尤其是中國)。最后,鑒于婦女政治代表問題與可持續(xù)發(fā)展的潛在關聯(lián),文章嘗試就在吉爾吉斯共和...
