【摘要】：自20世紀(jì)90年代以來(lái),非洲掀起了地方分權(quán)新熱潮。世界銀行也將其視為推動(dòng)善治的核心舉措和大政方針之一。然而,地方分權(quán)在非洲長(zhǎng)期以來(lái)飽受詬病,其是否有利于促進(jìn)善治目標(biāo)的實(shí)現(xiàn)尚存爭(zhēng)議。本文探討了非洲新型地方分權(quán)模式與善治之間的關(guān)系,在此基礎(chǔ)上,對(duì)非洲地方分權(quán)模式轉(zhuǎn)變的結(jié)果和意義進(jìn)行了分析與論述。
[Abstract]:Since the 1990 s, Africa has set off a new upsurge of decentralization. The World Bank also sees it as one of the core initiatives and policies to promote good governance. However, decentralization has long been criticized in Africa, and whether it is conducive to promoting the goal of good governance remains controversial. This paper discusses the relationship between the new decentralization model and good governance in Africa, and on this basis, analyzes and discusses the results and significance of the transformation of the decentralization model in Africa.
