【摘要】： 發(fā)展中國家的不平衡,不僅存在于經(jīng)濟部門之間,也普遍存在于部門內(nèi)部,尤其是技術(shù)和資本都密集的工業(yè)部門內(nèi)部。而在工業(yè)部門內(nèi)部,這種不平衡主要表現(xiàn)為正規(guī)部門和非正規(guī)部門之間的差別。在大多數(shù)發(fā)展中國家,非正規(guī)部門就業(yè)占有相當(dāng)大的比重,而且該比重呈越來越大的趨勢,盡管該部門的經(jīng)濟活動規(guī)模很小,但城鎮(zhèn)貧困人口中的絕大多數(shù)正是依靠這些小規(guī)模的經(jīng)濟活動謀生的。因此,發(fā)展中國家非正規(guī)部門的研究越來越受到重視。 本文引言部分闡述了該文章選題的理論意義與現(xiàn)實意義,認(rèn)為非正規(guī)部門的研究對發(fā)展中國家經(jīng)濟的長期穩(wěn)定與發(fā)展都起到舉足輕重的作用。然后文章從非正規(guī)部門的概念入手,首先追溯其概念的源起并加以界定。同時,這一部分還對與非正規(guī)部門相關(guān)的概念進行較清楚的辨析,便于文章理解。接下來,結(jié)合發(fā)展中國家經(jīng)濟的特點,文章分析了發(fā)展中國家非正規(guī)部門的形成原因,認(rèn)為生產(chǎn)成本過高、管制過于頻繁、法律政策的約束性及滯后性等都促使了非正規(guī)部門的形成。然后文章對發(fā)展中國家非正規(guī)部門經(jīng)濟行為的對經(jīng)濟發(fā)展不利影響進行分析,認(rèn)為非正規(guī)部門經(jīng)濟行為的存在會減少稅收收入,導(dǎo)致資源配置不合理,加劇社會收入分配不公。非正規(guī)部門存在的消極作用要遠(yuǎn)遠(yuǎn)大于其積極作用。所以我們要規(guī)制非正規(guī)經(jīng)濟的發(fā)展,引導(dǎo)其向正規(guī)部門轉(zhuǎn)變。最后,本文從法律、稅收、制度等方面為發(fā)展中國家非正規(guī)部門的發(fā)展提供相應(yīng)的政策建議。
[Abstract]:Imbalances in developing countries exist not only among economic sectors, but also within sectors, especially within technologically and capital-intensive industrial sectors. Within the industrial sector, this imbalance is mainly manifested in the differences between the formal and informal sectors. In most developing countries, employment in the informal sector accounts for a considerable proportion and is on an increasing trend, despite the small scale of economic activity in the sector, But the vast majority of the urban poor depend on these small-scale economic activities for a living. As a result, more and more attention has been paid to the study of the informal sector in developing countries. The introduction of this paper expounds the theoretical and practical significance of the topic, and holds that the study of the informal sector plays an important role in the long-term stability and development of the economies of developing countries. Then the article starts with the concept of informal sector, first traces the origin of its concept and defines it. At the same time, this part also makes a clear analysis of the concepts related to the informal sector, which is convenient for the article to understand. Next, combined with the characteristics of the economies of developing countries, this paper analyzes the reasons for the formation of the informal sector in developing countries, and holds that the cost of production is too high and the regulation is too frequent. The binding and lagging nature of legal policies have promoted the formation of the informal sector. Then the paper analyzes the adverse effects of informal sector economic behavior on economic development in developing countries, and concludes that the existence of informal economic behavior will reduce tax revenue, lead to unreasonable allocation of resources and aggravate the unfair distribution of social income. The negative role of the informal sector is far greater than its positive role. Therefore, we should regulate the development of the informal economy and guide it to the formal sector. Finally, this paper provides corresponding policy suggestions for the development of informal sector in developing countries from the aspects of law, taxation, system and so on.
