【摘要】：情報是維護國家安全的重要手段,是一國安全事務的重要組成部分。德國安全情報主要由應急情報、反恐情報、軍事情報、戰(zhàn)略情報四部分組成。其傳遞路徑主要包括情報的搜集、情報的傳遞、情報的鑒定、情報的評估和情報的利用等環(huán)節(jié)。安全危機預警是德國應對安全危機的關鍵一環(huán),也是德國國家安全體制機制的一個重要組成部分,主要包括安全局勢監(jiān)控、報警、擬制預案三個基本步驟。德國在安全危機預警方面積累了很多成功經(jīng)驗,對我國具有重要的啟示意義。我國當前安全危機預警機制發(fā)展相對滯后,因此要學習德國的成功經(jīng)驗,重點做好以下幾個方面的工作:提高全民的安全危機意識;完善相關的配套法律法規(guī)建設;建設一個強有力的情報領導和協(xié)調(diào)機構(gòu);加強對安全情報部門的監(jiān)督。
[Abstract]:Intelligence is an important means to maintain national security and an important part of a country's security affairs. German security intelligence mainly consists of emergency intelligence, counter-terrorism intelligence, military intelligence and strategic intelligence. Its transmission path mainly includes the collection of information, the transmission of information, the identification of information, the evaluation of information and the utilization of information. Early warning of security crisis is the key link of Germany to deal with security crisis. It is also an important part of German national security system. It mainly includes three basic steps: security situation monitoring, alarm, and drawing up a preliminary plan. Germany has accumulated a lot of successful experiences in early warning of security crisis, which is of great significance to our country. China's current security crisis early warning mechanism is relatively lagging behind, so we should learn the successful experience of Germany, focus on the following aspects of work: improve the awareness of the security crisis of the whole people, improve the relevant supporting laws and regulations construction; Build a strong intelligence leadership and coordination agency; strengthen oversight of security intelligence services.
