【摘要】：美國追逃制度起步早、發(fā)展快、機制成熟,以聯(lián)邦法警署為核心的追逃部門通過建立追逃行動組,形成精細化的分類追逃機制,采取兼顧國內(nèi)追逃與境外追逃、日常性追逃與專項行動追逃并行推進、公開偵查措施與秘密偵查措施相結(jié)合等追逃方法,取得了豐碩的追逃成果。對我國現(xiàn)階段的追逃工作具有以下幾點啟示:一是由"以人為中心"的追逃機制向"以區(qū)域為中心"的追逃機制轉(zhuǎn)變;二是明確追逃重點對象,形成"劃分犯罪類型"的追逃機制;三是建立專業(yè)化、精細化、常態(tài)化的追逃行動組機制;四是建立追逃前期準備機制,深入挖掘追逃情報。
[Abstract]:The system of pursuit and escape in the United States started early, developed rapidly, and its mechanism was mature. The pursuit and escape department with the Federal Judicial Police Office as its core formed a refined classified pursuit and escape mechanism through the establishment of an action group for pursuit and flight, and adopted both domestic and overseas chase-and-escape mechanisms. The routine pursuit and the special action pursued in parallel, the combination of the public investigation measures and the secret investigation measures, and other methods of pursuit and escape, has achieved a lot of pursuit and escape results. There are the following enlightenments to the pursuit and escape work of our country at present: first, from "people-centered" pursuit and escape mechanism to "region-centered" pursuit and escape mechanism; The second is to make clear the key object of pursuit and escape, to form the mechanism of "dividing the types of crime", to set up specialized, refined and regular mechanism of pursuit and escape action group, and to establish the preparatory mechanism of early pursuit and escape, so as to excavate the information of pursuit and escape in depth.
