【摘要】：正談起索馬里,世人的第一印象恐怕都是無休止的戰(zhàn)亂和恐怖主義襲擊,但位于索馬里西北部的索馬里蘭卻保持了難得的和平與安寧。雖然索馬里蘭名義上屬于索馬里版圖,但實(shí)際上1991年便宣布獨(dú)立了,并創(chuàng)建了自己的貨幣、行政機(jī)構(gòu)和軍警力量,對轄內(nèi)領(lǐng)土維持著有效管理。然而,自1991年至今索馬里蘭仍尚未獲得世界任何國家的正式承認(rèn),但其政府同聯(lián)合國、阿拉伯國家聯(lián)盟、歐盟等組織以及英國、美國等國家擁有外交上的聯(lián)系渠道。
[Abstract]:Speaking of Somalia, the world's first impression may be endless war and terrorist attacks, but Somaliland, in the north-west of Somalia, has maintained rare peace and tranquillity. Although Somaliland is nominally part of Somalia, it actually declared independence in 1991 and created its own currency, administration, and military forces to maintain effective administration over the territory under the Central Government. However, since 1991, Somaliland has not been officially recognized by any country in the world, but its government has diplomatic channels with organizations such as the United Nations, the League of Arab States, the European Union and the United Kingdom and the United States.
