【摘要】：在全球化的時(shí)代背景下,伴隨著經(jīng)濟(jì)全球化帶來的國(guó)際社會(huì)公共性問題的日趨顯著,國(guó)際關(guān)系領(lǐng)域開始出現(xiàn)了秩序性的變更要求。由現(xiàn)代民族國(guó)家單元行為體所構(gòu)建的主權(quán)國(guó)家間的國(guó)際社會(huì)關(guān)系形態(tài)開始逐步讓位于多行為體共同參與的國(guó)際社會(huì)關(guān)系形態(tài)。在傳統(tǒng)的國(guó)際關(guān)系理論中,將國(guó)際政治的結(jié)構(gòu)僅歸于主權(quán)國(guó)家所構(gòu)成的力量對(duì)比狀態(tài)已然不合時(shí)宜。區(qū)域性國(guó)際合作的出現(xiàn),反映了國(guó)際社會(huì)政治結(jié)構(gòu)的調(diào)整,亦即國(guó)際社會(huì)秩序變化的新發(fā)展。當(dāng)代歐洲區(qū)域一體化的歷史進(jìn)程,從根本上說是國(guó)家間區(qū)域性合作治理的推進(jìn)與升級(jí),其實(shí)質(zhì)體現(xiàn)的是國(guó)際關(guān)系領(lǐng)域內(nèi)國(guó)際政治關(guān)系及國(guó)際秩序的變遷趨勢(shì)。借助于區(qū)域性機(jī)構(gòu)的設(shè)立與職能關(guān)系的明晰,歐洲民族國(guó)家在共同體與歐洲聯(lián)盟的機(jī)制化框架下,呈現(xiàn)出以國(guó)家主權(quán)為根本性原則基礎(chǔ)的層級(jí)式多行為體區(qū)域治理的組織形態(tài)。超國(guó)家性機(jī)構(gòu)、國(guó)家行為體與次國(guó)家行為體,共同參與了區(qū)域治理的政治決策過程。透過共同農(nóng)業(yè)政策的發(fā)展可以看到:歐洲地區(qū)民族國(guó)家的發(fā)展同區(qū)域治理中政策的演進(jìn)密切聯(lián)系在一起;國(guó)家之間的發(fā)展界限被打破,多種類型的行為體參與區(qū)域治理的進(jìn)程,構(gòu)成了國(guó)際社會(huì)秩序變革與國(guó)際政治結(jié)構(gòu)性調(diào)整的主要內(nèi)容。從全球范圍來看,歐洲區(qū)域的治理經(jīng)驗(yàn)為不同國(guó)家在各自區(qū)域范圍內(nèi)開展區(qū)域性治理合作提供了地緣經(jīng)濟(jì)政治環(huán)境、價(jià)值與文明認(rèn)同以及機(jī)制設(shè)置等方面的啟示。
[Abstract]:Under the background of globalization, with the increasing publicity of international society brought about by economic globalization, the requirements of order change began to appear in the field of international relations. The international social relations between sovereign states constructed by the unit actors of modern nation-state began to give way to the international social relations in which multiple actors participated. In the traditional theory of international relations, it is out of date to attribute the structure of international politics only to the power contrast of sovereign states. The emergence of regional international cooperation reflects the adjustment of the political structure of the international community, that is, the new development of the change of the international social order. The historical process of contemporary European regional integration is fundamentally the promotion and upgrading of regional cooperation governance among countries, which essentially reflects the changing trend of international political relations and international order in the field of international relations. With the help of the establishment of regional institutions and the clarity of the functional relationship, European nation-states, under the institutional framework of the Community and the European Union, present the organizational form of hierarchical multi-actor regional governance based on the fundamental principle of national sovereignty. Supranational institutions, state actors and sub-state actors participate in the political decision-making process of regional governance. Through the development of common agricultural policy, we can see that the development of the nation-state in Europe is closely related to the evolution of policy in regional governance; The breaking of the boundary of development between countries and the participation of various actors in the process of regional governance constitute the main contents of the transformation of international social order and the structural adjustment of international politics. From the global perspective, the European regional governance experience provides different countries with geopolitical and political environment, value and civilization identity and institutional setting for regional governance cooperation in their respective regions.
