【摘要】：查韋斯執(zhí)政14年期間,委內(nèi)瑞拉實(shí)施了大規(guī)模社會(huì)改革,旨在改善人們特別是低收入群體的生活狀況。這一時(shí)期的社會(huì)政策以推行一系列頗具規(guī)模的社會(huì)計(jì)劃為主要特征,如衛(wèi)生計(jì)劃、教育計(jì)劃、食品計(jì)劃和住房計(jì)劃等。查韋斯政府社會(huì)政策的實(shí)施,在委內(nèi)瑞拉產(chǎn)生了許多積極效果,如貧困率下降,收入分配不平等問題得到改善,就業(yè)形勢(shì)得到改觀等,但這種激進(jìn)式的社會(huì)政策也存在著脆弱性、低效益等方面的問題。
[Abstract]:During Ch 謾 vez's 14 years in power, Venezuela implemented massive social reforms aimed at improving the living conditions of people, especially the lower income groups. Social policy during this period was characterized by a series of large-scale social programmes, such as health, education, food and housing programs. The implementation of the social policy of the Chavez government has had many positive effects in Venezuela, such as the decline in poverty rates, the improvement of income inequality and the improvement of the employment situation. But this kind of radical social policy also has the vulnerability, the low-benefit aspect and so on question.
