法國與歐盟安全與防務(wù)政策（ESDP）：歐洲化的雙向運(yùn)動(dòng)

【摘要】：現(xiàn)有有關(guān)成員國與歐盟安全與防務(wù)政策(ESDP)的研究未能全面反映成員國與歐盟安全與防務(wù)政策(ESDP)之間歐洲化運(yùn)動(dòng)的雙向互動(dòng)。本文通過研究認(rèn)為,法國與歐盟安全與防務(wù)政策(ESDP)之間存在一個(gè)歐洲化的雙向運(yùn)動(dòng)。通過該運(yùn)動(dòng),法國成功地將其建立一個(gè)自主的、可信的、有效的“防務(wù)歐洲”的偏好和政策投射到歐盟,塑造歐盟安全與防務(wù)政策(ESDP)確立與發(fā)展的進(jìn)程;同時(shí),歐洲一體化進(jìn)程和歐盟安全與防務(wù)政策(ESDP)的發(fā)展影響和作用于法國,對法國造成適應(yīng)性壓力,法國對偏好和政策進(jìn)行調(diào)整。這個(gè)歐洲化的雙向運(yùn)動(dòng)呈現(xiàn)出互動(dòng)性、不對稱性、歷史性和開放性的特征,反映了歐盟安全與防務(wù)政策(ESDP)發(fā)展進(jìn)程中法國與歐盟間,法國與其它成員國間的權(quán)力關(guān)系,這種權(quán)力關(guān)系集中體現(xiàn)在歐洲化雙向運(yùn)動(dòng)的不對稱性上。 法國與歐盟安全與防務(wù)政策(ESDP)之間歐洲化雙向運(yùn)動(dòng)的不對稱性在不同時(shí)期有不同表現(xiàn),總體上法國主動(dòng)歐洲化的一面強(qiáng)于法國受動(dòng)歐洲化的一面。在法國推動(dòng)歐盟安全與防務(wù)政策(ESDP)確立的過程中,法國通過法國中心主義、政府間主義、歐洲主義以及安全和防務(wù)戰(zhàn)略主動(dòng)歐洲化的戰(zhàn)略成功地將國家偏好和預(yù)期投射到歐盟,歐盟安全與防務(wù)政策(ESDP)的最終確立實(shí)現(xiàn)了法國的目標(biāo)。隨著歐盟安全與防務(wù)政策(ESDP)的發(fā)展,法國受動(dòng)歐洲化的一面在不斷增強(qiáng):一方面法國在能力和合法性上越來越依賴歐盟框架,另一方面法國不得不對其它成員國作出妥協(xié),法國對“防務(wù)歐洲”的政治目標(biāo)和歐盟安全與防務(wù)政策(ESDP)自主性的強(qiáng)調(diào)有所緩和,轉(zhuǎn)而采取務(wù)實(shí)的態(tài)度將重點(diǎn)放在能力建設(shè)上,同時(shí)改善與北約的關(guān)系。薩科齊上臺后,推動(dòng)法國國防與國家安全戰(zhàn)略的調(diào)整,重返北約軍事一體化結(jié)構(gòu),但是法國國防與國家安全戰(zhàn)略“歐洲化”的方向沒有變,法國依然堅(jiān)持歐洲自主防務(wù)和深化歐盟安全與防務(wù)政策(ESDP)的基本偏好。法國將其加強(qiáng)歐盟安全與防務(wù)政策(ESDP)機(jī)制和能力建設(shè)的偏好投射到《里斯本條約》當(dāng)中;同時(shí)希望通過“多速歐洲”和“先鋒集團(tuán)”的方案鞏固和提升其對歐盟安全與防務(wù)政策(ESDP)的控制力和推動(dòng)力。重返北約軍事一體化結(jié)構(gòu)是法國在其它成員國壓力下作出的政策調(diào)整,但法國的政策動(dòng)機(jī)是打消美國和歐盟成員國對法國發(fā)展歐洲自主防務(wù)的疑慮,減少進(jìn)一步發(fā)展歐盟安全與防務(wù)政策(ESDP)的阻力。
[Abstract]:The existing studies on the EU Security and Defense Policy (ESDP) do not fully reflect the two-way interaction between the EU Security and Defense Policy (ESDP) and the EU Security and Defense Policy (ESDP). This paper argues that there is a Europeanized bi-directional movement between France and the European Union's Security and Defence Policy (ESDP). Through this movement, France successfully projects its preference and policy of establishing an independent, credible and effective "defence Europe" to the European Union, shaping the process of the establishment and development of the European Union's security and defense policy (ESDP). At the same time, the process of European integration and the development of the European Union's security and defense policy (ESDP) influence and affect France, which exerts adaptive pressure on France, and France adjusts its preferences and policies. This Europeanized two-way movement is characterized by interactivity, asymmetry, history and openness, reflecting the power relations between France and the European Union and between France and other member states in the development of the EU's security and defense policy (ESDP). This power relationship is embodied in the asymmetry of the two-way motion in Europe. The asymmetry of the bi-directional movement of Europeanization between France and the European Union (ESDP) is different in different periods. In general, the active Europeanization of France is stronger than that of French-affected Europe. In the process of promoting the establishment of the European Union's security and defense policy (ESDP) in France, France has adopted French centralism, intergovernmentalism, The Europeanism and the strategy of active Europeanization of security and defense strategy successfully project the national preference and expectation to the European Union, and the establishment of the EU security and defense policy (ESDP) finally realizes the goal of France. With the development of the European Union's security and defense policy (ESDP), the Europeanization of France has been strengthened: on the one hand, France is increasingly dependent on the EU framework in terms of its capacity and legitimacy, on the other hand, it has to compromise with other member states. France's emphasis on the political goals of "defence Europe" and the autonomy of the European Union's security and defence policy, (ESDP), has eased, with a pragmatic approach focusing on capacity-building while improving relations with NATO. After Sarkozy took office, he pushed forward the adjustment of France's national defense and national security strategy and returned to the NATO military integration structure. However, the direction of the "Europeanization" of France's defense and national security strategy has not changed. France remains committed to the fundamental preferences of Europe's own defence and deepening the EU's security and defence policy, (ESDP). France projects its preference for strengthening the (ESDP) mechanism and capacity building of the EU's security and defence policy into the Lisbon Treaty; It also hopes to consolidate and enhance its control and impetus over the European Union's security and defense policy (ESDP) through "multi-speed Europe" and "Pioneer Group" programmes. The return to NATO's military integration structure is a policy adjustment made by France under pressure from other member states, but the French policy motive is to allay the doubts of the United States and EU member states about France's development of its own European defense.
