【摘要】：專家參與決策的本質(zhì)是如何處理知識(shí)和政治之間的關(guān)系,背后包含著專業(yè)性和政治性雙重價(jià)值取向。專業(yè)性和政治性價(jià)值之間存在著內(nèi)在的張力。中國(guó)專家參與決策的價(jià)值取向相繼經(jīng)歷了專業(yè)性和政治性的相對(duì)獨(dú)立、專業(yè)性對(duì)政治性的相對(duì)從屬、專業(yè)性和政治性相對(duì)分離、在專業(yè)性和政治性之間搖擺、意識(shí)形態(tài)主導(dǎo)下的政治掛帥、專業(yè)性和政治性互動(dòng)的歷史演變。美國(guó)專家參與決策的價(jià)值取向的歷史發(fā)展,則大致經(jīng)歷了專業(yè)性價(jià)值取向的崇尚、政治性價(jià)值取向的主導(dǎo)、專業(yè)性價(jià)值取向的勃興、政治性價(jià)值取向的回潮、政治性和專業(yè)性價(jià)值取向共同發(fā)展的歷史變遷。比較中美專家參與決策的價(jià)值取向,二者的共同之處在于:政治性價(jià)值對(duì)專業(yè)性價(jià)值的發(fā)揮具有重要的外在影響,專業(yè)性價(jià)值為政治性價(jià)值取向的發(fā)展提供了信譽(yù)支撐,本質(zhì)在于尋求專業(yè)性和政治性的互動(dòng)及平衡;二者的不同之處在于:專家參與決策在中國(guó)體現(xiàn)為總體性政治下的專業(yè)理性,而美國(guó)體現(xiàn)為多元政治下的專業(yè)實(shí)踐�？傮w而言,未來(lái)實(shí)現(xiàn)專業(yè)性和政治性互動(dòng)及平衡,需要突出專家參與決策的誠(chéng)實(shí)代理人角色,推動(dòng)思想市場(chǎng)形成,并為信息溝通提供制度化支撐。
[Abstract]:The essence of expert participation in decision-making is how to deal with the relationship between knowledge and politics. There is an inherent tension between professionalism and political values. The value orientation of Chinese experts' participation in decision-making has experienced the relative independence of professionalism and politics, the relative subordination of professionalism to politics, the relative separation of professionalism and politics, and the swing between professionalism and politics. The historical evolution of political leadership, professionalism and political interaction under ideology. The historical development of the value orientation of American experts' participation in decision-making has generally experienced the advocating of professional value orientation, the leading of political value orientation, the flourishing of professional value orientation, and the revival of political value orientation. The historical change of political and professional value orientation. Comparing the value orientation of the participation of Chinese and American experts in decision-making, their common points are that the political value has an important external influence on the exertion of the professional value, and the professional value provides the credit support for the development of the political value orientation. The essence is to seek professional and political interaction and balance; The difference between the two is that the participation of experts in decision-making is the professional rationality under the overall politics in China and the professional practice in the United States under the pluralistic politics. In general, in order to achieve professional and political interaction and balance in the future, it is necessary to highlight the honest agent role of experts in decision-making, promote the formation of ideological market, and provide institutional support for information communication.
