【摘要】：多年來,老撾萬象市一直面臨城市內(nèi)澇問題。過去的城市內(nèi)澇防治管理方法,并沒有起到十分有效的作用,沒有能全面解決城市內(nèi)澇問題。本研究采用問卷調(diào)查法、訪談法和文獻分析法對治理理論視角下萬象市城市內(nèi)澇防治問題進行研究。論文從萬象市城市內(nèi)澇概況入手,客觀分析了萬象市城市內(nèi)澇的成因,以及萬象市城市內(nèi)澇防治的現(xiàn)狀和面臨的困境,從治理理論視角提出解決措施建議。研究發(fā)現(xiàn),萬象市城市內(nèi)澇成因包括城市自然環(huán)境破壞嚴重、排水系統(tǒng)基礎設施建設落后、暴雨應急管理不完善、泄洪功能城市規(guī)劃不合理等;萬象市在城市內(nèi)澇防治中面臨城市內(nèi)澇防治應急體系不完善、對內(nèi)澇防災宣傳教育的重視不夠、缺乏公眾參與等困境。對此,本文在借鑒國外城市內(nèi)澇防治的經(jīng)驗上,結(jié)合治理理論視角提出萬象市城市內(nèi)澇防治的建議,即加強城市自然環(huán)境保護、完善城市內(nèi)澇防治應急體系、加大城市內(nèi)澇防災宣傳教育力度、引導公眾參與內(nèi)澇防治、加強排水系統(tǒng)基礎設施建設。
[Abstract]:For many years, the Laotian city of Vientiane has been facing the problem of urban waterlogging. In the past, urban waterlogging prevention and management methods did not play a very effective role, did not solve the problem of urban waterlogging. In this study, questionnaire, interview and literature analysis were used to study the prevention and control of urban waterlogging in Wanxiang City from the perspective of governance theory. Starting with the general situation of urban waterlogging in Wanxiang City, this paper analyzes objectively the causes of urban waterlogging in Wanxiang City, the present situation of waterlogging prevention and control in Wanxiang City and the difficulties faced by it, and puts forward some suggestions to solve the problem from the perspective of governance theory. It is found that the causes of urban waterlogging in Wanxiang city include serious damage to urban natural environment, backward infrastructure construction of drainage system, imperfect rainstorm emergency management, unreasonable urban planning of flood discharge function and so on. Wanxiang City is faced with some difficulties in the prevention and control of waterlogging, such as the imperfect emergency system of urban waterlogging prevention and control, insufficient attention to the publicity and education of waterlogging prevention and prevention, and lack of public participation. In this paper, based on the experience of urban waterlogging prevention and control in foreign countries, the paper puts forward some suggestions for urban waterlogging prevention and control in Wanxiang city, that is, strengthening the protection of urban natural environment and perfecting the emergency system of urban waterlogging prevention and control. Strengthen the propaganda and education of urban waterlogging prevention and prevention, guide the public to participate in waterlogging prevention and control, and strengthen the infrastructure construction of drainage system.
